The President's Committee on Administrative Management was created by the President of the United States on March 20, 1936, to make a study of administrative management in the Federal Government, and to submit recommendations to the President. By Act of the Congress it is required to submit its recommendations and special studies to the Congress. The Report of the Committee was submitted to the President in January 1937, and was transmitted by him to the Congress on January 12, with a special message.

These studies are two of a number of studies on administrative management in the Federal Government prepared by the research staff during 1936. The statements and recommendations contained in these studies are those of the individual authors as submitted to the Committee as a part of the body of facts to be considered in the preparation of its report, and do not necessarily embody the ideas of the Committee.

The President's Committee on Administrative Management and the authors of this study wish to acknowledge the very great assistance which the authors received from the many Government officials who supplied them with detailed information and gave them valuable counsel and advice.
