This morning the committee is glad to welcome a truly great American, Admiral Hyman G. Rickover, Director of the Naval Nuclear Propulsion Program. I can think of no witness who has appeared before this subcommittee as frequently as has Admiral Rickover. He has always made an outstanding contribution. Admiral Rickover is rightly known as the Father of the Nuclear Submarine, but his contribution has not stopped there. He has always taken the stewardship of the tax dollars in his programs and other defense programs very seriously and tried to obtain a dollar in value for every dollar spent for defense under his cognizance. His guidance in fields such as education has also been outstanding. The committee has been quite concerned with problems such as cost increases and schedule slippages. We know, Admiral, that you are concerned and we would appreciate your thoughts on these matters. We are also proud to be graced this morning with your lovely wife. We welcome her. I am submitting for the record a 28-page statement to describe as best I can the situation we face in procuring warships. With your approval, I will read the introduction, summarize some of the key points, and go over my special recommendations. (1) |
