The CHAIRMAN. That is what I mean. That is a step in the right direction. That was done recently.

Mr. McCORMICK. I think it is a very important step. I think that this bill ties in with it completely, because this bill will make it possible to have more financial facts for that group to work on.

Mr. HAGEN. Mr. Chairman, I should like to say that personally I do not want any of Mr. McCormick's group's cooperation relative to raising postage rates on all classes of mail, and especially if you intend to particularly aim at second class. I am happy you did not take a position and come out with recommendations on increasing these mail

rates.

Mr. REES. I might say that the only reason I mentioned that is because it is listed in the statement.

DEAR MR. MURRAY: The Chamber of Commerce of the United States urges your committee's support for H. R. 8923, to improve the financial control of the Post Office Department.

The Commission on Organization of the Executive Branch of the Government recommended that Post Office Department accounts be removed from the jurisdiction of the Comptroller General and turned over to the Postmaster General, and that the Postmaster General be authorized to keep these accounts at such places as best suit the Department's convenience and in a manner that will conform to accounting principles and standards prescribed by the Comptroller General.

The chamber believes that H. R. 8923 would do much to accomplish the objectives of the Commission on Organization in this respect, and the chamber therefore wholeheartedly supports the bill.

I would appreciate it if you would make this letter a part of your hearings on H. R. 8923.
