The subcommittee met, pursuant to recess, at 10 a.m., in room 3302, New Senate Office Building, Senator Abraham Ribicoff (chairman) presiding. This morning we meet to hear testimony on Senate Resolution 220, introduced by Senator Javits. The resolution expresses Congress' disapproval of Reorganization Plan No. 1 of 1966. We will insert at this point in the record a copy of the resolution, a copy of the message from the President transmitting Reorganization Plan No. 1 of 1966, a copy of the excellent staff memorandum prepared by Eli E.
