Mr. DAVIS. As a Government, but as a people, they are not. Ninetyfive percent of those people really feel eternally grateful to the United States for what we have done to save their children. It is really amazing.

Senator ADAMS. You have spent some time over there?

Mr. DAVIS. Not since the war started, but very dependable people have reported to me from all different angles.

GERMANY DOES NOT FAVOR RED CROSS AID BEING RENDERED IN UNOCCUPIED FRANCE

Certainly I have not been in favor of helping Germany in any way. The truth of the matter is I know positively Germany does not want us to do this anyhow, because it counteracts their propaganda with the French people. Germany is using food as an instrument of war in unoccupied France. They give or withhold food to put people into utter submission. They take their own food and store it and let them have it, or not, depending on how they act and behave.

MORE AID RENDERED IN ENGLAND THAN ANY OTHER COUNTRY

But more of this has gone to England than to any other place, and I am confident that insofar as the British psychology is concerned, it has had more good effect than what we have let them have in the way of arms. The relief has been a great moral encouragement.

Senator ADAMS (interposing). We have a bill on our table appropriating a billion dollars for that purpose for Great Britain.

Mr. DAVIS. The Red Cross keeps a liaison with the lease-lend authorities, so we do not duplicate at all, and there are certain things concerning which they say, "We think this better be done out of this fund." The only goods we are buying for England is a certain quantity of cocoa to be distributed in the schools to the young children.

Senator ADAMS. Where did you get that

Mr. DAVIS. The Agricultural Department buys it for us, through their purchasing agency.

Senator ADAMS. Would you hand the reporter that statement. Mr. DAVIS. Yes, sir.
