Federal Regulations

The Code of Federal Regulations is an orderly arrangement of the general and permanent rules published in the Federal Register by the Executive departments and agencies pursuant to the Administrative Procedure Act and other statutory requirements within the purview of the Federal Register Act.

The Code is arranged under functional titles representing broad areas subject to Federal regulation. Chapters within each title generally bear the name of the issuing agency. The "Table of Titles and Chapter Headings" (see p. ix) is therefore a ready means of locating agency materials. The general arrangement and numbering of the Code is prescribed in Part 13 of Title 1.

As of January 1, 1961, the Code consisted of 71 books. Each book contains a special preface designed to assist the user. Individual books are revised and reissued as the need arises. Each book also is provided with a pocket for the insertion of a supplement. In general, revised books and pocket supplements are cumulative and are designed to reflect the rules in effect as of January 1 of the designated year. Selected pocket supplements may be issued semiannually or more frequently as required by special needs.

The Code is kept up to immediate date by the daily issues of the Federal Register. All amendments to the Code are promulgated in the daily Federal Register under the Code numbering system. Amendments are tabulated by number in the "Codification Guide" which affords the user a ready and reliable means of following current Code amendments. The "Codification Guide" is published daily in the Federal Register following the daily index, and is cumulated daily within each month. The "Guide" is also separately cumulated monthly, quarterly, and annually.

Code users may determine the provisions that were on the books at a given date in the past by using the "List of Sections Affected" published at the end of each revised book and each cumulative supplement.
