Report on GOVERNMENT PATENT POLICY COMBINED DECEMBER 31, 1974 AND DECEMBER 31, 1975 AND SEPTEMBER 30, 1976 Prepared by the Federal Council for Science and Technology in For sale by the Superintendent of Documents, U.S. Government FOREWORD Section 3 of the President's Statement on Government Patent Policy, issued on October 10, 1963, and revised on August 23, 1971, calls for the preparation of a report, at least annually, by the Federal Council for Science and Technology in consultation with the Department of Justice. The purpose of the report is to analyze the effectiveness of the policy, and to make recommendations for revision or modification as believed necessary in light of the practices of the Federal agencies under the policy. The report attempts to identify the effectiveness of the policy based on the information available from the thirteen years' operation, and reports on the progress made to date by the Committee on Government Patent Policy. The various membership listings of the Committee appearing in this report represent those in existence as of September 30, 1976. Following the publication of the December 1968 Report, the Report was published on a biennial basis. This report, the Combined December 1973, December 1974, December 1975, and September 1976 Report is the last patent policy report of the Federal Council for Science and Technology, which has been superseded by the Federal Coordinating Council for Science, Engineering, and Technology.
