Demery, Assistant Secretary for Housing, i FRCH: Abbie Weist, Special Assistant to the Deputy Assistant Secretary for SUBJECT: Mod Rehab Allocation to Miami Dade Housing Authority Jim Chaplin, Manager of Jacksonville Office, called me approximately one month ago regarding an allocation of 765 mod rehab units that were sub-assigned to him on May 13, 1987. He told me he released all but 200 units to the Housing Authority Also, this morning Deboran Dean tola se to talk with Dubois Gilliam about the units. He told me he only knew: about 203 units for Lou kitchen and 150 for Manny Mandea. There have been other people in Miani telling Jim Chaplin that they were getting mod rehab units under the 1987 allocation. I told him that all the units were gone under Deborah Dean's instructions. Steve Ross and his staff have developed two possible opportunities for participation in the Moderate Rehabilitation Program. The first opportunity relates to a 108-unit apartment in Pompano, Florida which is known as the Deerfield Beach Apartments. There are no tenants currently in the building, which would make the conversion and work much easier. We have prepared an analysis of the project in a manner in which a submission would be made to HUD if you think that this project could be eligible for participation. The The second opportunity exists in Hialeah, Florida. Lake Ruth and Village Park Apartment complex consists of 71 one- Mr. Lance Wilson BATTLE, FOWLER, JAFFIN & KHEEL PAGE 2 Steve and I, as well as George or any combination thereof, would welcome the opportunity to come and discuss with appropriate HUD personnel the desirability of these projects in an effort to try to expedite your review and decision-making with respect to them. Chuck was sorry that you were not available when he visited Washington last week, but I understand that you had a slight domestic storm problem which needed your attention. I hope all is well with you and would appreciate any guidance you can give us with respect to the two enclosed projects. Also, as I am sure you would have predicted, Larry and Zak Fisher are calling me daily to see if you have come up with a brilliant way of solving the Intrepid questions that we discussed during our last trip to Washington. Lake Ruth and Village Park Apartments consist of 291 units in two, three and four story buildings. The apartments are of concrete construction with stuccoed exterior walls. Building amenities include swimming pools, a lake and ample of open and covered parking. The projects are across the street from a City Park and within walking distance to schools and shopping. Hospitals and major employment centers are nearby and easily reached by public transportation (bus) or automobile. The projects are centrally located in Hialeah, the second largest city in Dade County and fifth largest city in Florida. The City and the neighborhood surrounding the subject property are mainly composed of moderate and middle income households of Latin extraction. According to the Hialeah Housing Authority there are several thousand low and moderate income households in their waiting list that have to wait for years to even be considered for housing subsidy. The financing for this project will consist of a thirty five year mortgage, self amortizing at a fix rate with a .114 constant. Only because of this favorable financing have we been able to make this project feasible well within the Section 8 Moderate Rehabilitation rent schedule. We feel that Lake Ruth and Village Park offer an outstanding opportunity for Section 8 housing.
