APPROPRIATIONS HISTORY

Mr. BENJAMIN. I am going to ask at this point that you go ahead and proceed, Mr. Clerk, and, as you do, I advise all the members of the subcommittee, as Mr. Henshaw proceeds through this, if you have any questions, go ahead and ask.

Mr. HENSHAW. Mr. Chairman, I propose that we take up all the items that are handled by each House Officer at the same time. The Sergeant at Arms will present his requests shortly, followed by the Doorkeeper and the Postmaster. We do have the one chart on page 8 on the Appropriations History, which I think Mr. Michel was interested in looking at. We don't have those figures, but we do have the chart.

HOUSE LEADERSHIP OFFICES

Therefore, the first request I will discuss is House Leadership Offices. This begins on page 9 of the Subcommittee Prints, and if it is all right with the Chairman, I will highlight these, and we can submit these tables to the reporter.

Mr. BENJAMIN. Yes, and the Members know if they have questions on any of these accounts as we progress through them, they may ask them.

For salaries and expenses as authorized by law, $2,222,300, including the following:

OFFICE OF THE SPEAKER

For the Office of the Speaker, including $10,000 for official expenses of the Speaker, $566,100. The Official Expense Allowance is provided to the Speaker at his request on a monthly basis in the amount of one-twelfth of the total allowance.

OFFICE OF THE MAJORITY FLOOR LEADER

Mr. HENSHAW. For the Office of the Majority Floor Leader, including $5,000 for the official expenses of the Majority Floor Leader, $396,500. One-twelfth of the Official Expenses Allowance is paid monthly at the Leader's request.

OFFICE OF THE MINORITY FLOOR LEADER

Mr. HENSHAW. For the Office of the Minority Floor Leader, including $5,000 for the official expenses of the Minority Floor Leader, $491,500. One-twelfth of the Official Expenses Allowance is paid monthly at the Leader's request.

Mr. HENSHAW. For the Office of the Majority Whip, $431,600, including an amount not to exceed $103,580 for the Chief Deputy Majority Whip.

Mr. SMITH. Is there a statutory basis for Deputy Whip and Chief Deputy Whip, or is that just something that is done in this appropriation?

Mr. COLLEY. My recollection, Mr. Smith, is that a resolution from the Committee on House Administration authorized those funds specifically for the Chief Deputy Majority and Minority Whips, and those resolutions have been made permanent law.

OFFICE OF THE MINORITY WHIP

Mr. HENSHAW. For the Office of the Minority Whip $336,600, including an amount not to exceed $56,080 for the Chief Deputy Minority Whip.

DIFFERENCE BETWEEN MAJORITY AND MINORITY WHIPS

Mr. MICHEL. Is this the first year there has been a difference in that amount between Minority and Majority Deputy Whips, or has that been going on like that for some time?

Mr. LAWLER. The change that took place dealt with certain resolutions that added additional funding, and, as I recall, the Minority Leader's office received additional funding, where on the Democratic side it went to the Majority Leader and to the Majority Whip's office.

Mr. MICHEL. As of when?

Mr. LAWLER. One of the resolutions, Mr. Michel, was H.Res. 393 in March of 1977.

Mr. MICHEL. Was there a follow-on one?
