The committee met, pursuant to notice, at 10:05 a.m., in room 235, Old Senate Office Building, Senator Clinton P. Anderson (chairman) presiding.

Present: Senators Anderson (presiding), Stennis, Young, Cannon, Holland, Smith of Maine, and Curtis.

OPENING STATEMENT BY THE CHAIRMAN

The CHAIRMAN. The committee will be in order.

Today we have with us Dr. Thomas O. Paine, the Administrator of NASA, and his associates to present the NASA operating plan for fiscal year 1970. Dr. Paine will also discuss the relationship between the fiscal year 1970 operating plan and the fiscal year 1971 budget request. It is my understanding that reductions in the fiscal year 1971 budget have had considerable impact on the fiscal year 1970 plan.

Normally, we hold this review earlier in the fiscal year; however, the availability of appropriated funds and the significant program changes resulting from fiscal year 1971 budget decisions precluded a meaningful earlier hearing.
