NASA AUTHORIZATION FOR FISCAL YEAR 1971

COMMITTEE ON AERONAUTICAL AND SPACE SCIENCES,

Washington, D.C. The committee met, pursuant to recess, at 9:35 a.m., in room 235, Old Senate Office Building, the Honorable Clinton P. Anderson (chairman) presiding.

Present: Senators Anderson, Cannon, Smith of Maine, Curtis, and Goldwater.

Also present: James J. Gehrig, staff director; Everard H. Smith, Jr., Dr. Glen P. Wilson, Craig Voorhees, and William Parker, professional staff members; Sam Bouchard, assistant chief clerk; Donald H. Brennan, research assistant; Mary Rita Robbins, and Carol L. Wilson, clerical assistants.

OPENING STATEMENT BY THE CHAIRMAN

The CHAIRMAN. The hearing will come to order.

Today the committee will continue its hearings on the NASA fiscal year 1971 authorization. Our witnesses are Dr. Thomas O. Paine, Administrator of NASA, and Mr. Arnold W. Frutkin, Assistant Administrator for International Affairs, who will testify on NASA's international space activities.

The National Aeronautics and Space Act of 1958 states that the aeronautical and space activities of the United States will be conducted so as to contribute materially to cooperation between the United States and other nations. During the past 10 years, NASA has built a substantial program in international cooperation.

Recently, Dr. Paine has visited many parts of the world to inform nations of our future plans in space and to invite their participation. As good as our relations have been with other nations on the space program, we are all hopeful that the next 10 years will see even closer cooperation and coordination of space activities between nations. I know that both Dr. Paine and Mr. Frutkin are working toward that end, and I wish them every success. I think it is important for the space program.

PRESIDENT'S STATEMENT ON FUTURE SPACE PROGRAM

Last Saturday, March 7, President Nixon in his statement on the future of the space program called for greater international cooperation in space. He said:
