Civil rights.

Claims; assistance in obtaining benefits; safekeeping of papers.

Résumé

Power of attorney granted by persons serving in the Armed Forces of
the United States.

No report, official or otherwise, of "missing" or "missing in action" shall
operate to revoke such power of attorney.

Preservation of rights under a confession of judgment during military
service and for 6 months thereafter..

Suspension of fiduciary power of the fiduciary while he is on, or await-
ing, active duty during time of war or other major military engage-
ment with a foreign nation.

Taxation.-Exemption from sales tax on building materials for housing
furnished in whole or in part under title 38, secs. 801-505 for disabled
veterans' housing.

Exemption from sales tax for automobiles or other conveyances
furnished under title 38, sec. 1901.

Trade licenses or registrations. Members of the Armed Forces are
exempt from the payment of renewal fees.

Absentee registration and voting.-Registration of members of the Armed
Forces is saved by affidavit where the member has voted in any one
election during preceding 4 years.

Exemption of servicemen from fee required of absentee voters. No fee required under new voting laws required of

Public record certification.-Free copies of vital statistics records or certified copies of discharges recorded pursuant to statute, for use in the presentation of claims to the Veterans' Administration or in connection with any veterans' organization or the State department of veterans' affairs.

Recording of discharges.-Certificate of discharge may be recorded in

the office of the register of deeds without the payment of any fee.
Service officers, etc.-Duties of the commissioner of veterans' affairs in
assisting veterans having claims against the United States for pen-
sion, bounty, or backpay arising out of or by reason of any war or any
Federal military or naval service.

The adjutant general shall act as the agent for veterans having
claims against the United States for pensions, bounty, or backpay,
arising out of or by reason of war or Federal service, and prosecute
such claims without charge.

The veterans' service officer shall aid all veterans in securing
benefits provided by law on account of military service. CGR of po
Veterans referral centers may be established in cities of the
second class to assist veterans. twiths
Veteran now defined as any person honorably discharged from the
Armed Forces of the United States, naming various conflicts and on
or after Dec. 7, 1941, and until final cessation of hostilities as deter-
mined by proper State authorities does not require service in a com-
bat area, excludes persons enlisted for active duty training of 6
months or less. Vietnam is specifically included.

State college board may contract with Federal Government for instruc-

Provision for tuition for veterans where the benefits from United States
have been exhausted, up to $250.

University of Minnesota. Refund of tuition to students who enter
military service before termination of school year for which tuition
was paid.

Professional licenses and certificates of registration may be renewed
within 6 months after discharge from military service.

Architects, engineers, and surveyors.-Veterans of World Wars I and II shall be given credit for experience or education gained in the Armed Services as meets standards set by the State Board.

Soldiers' welfare fund may be used to provide board, room, matricula-
tion fees, tuition, books and supplies to children of World War I
veterans who died as a result of service, while attending the State
university, State college, a junior college, law college, nursing school
or other accredited college within the State. These children admitted
to State institutions of college grade free of tuition.

Limited funds made available for children of veterans who
died of service-connected disabilities toward higher education.
Provision for admission to State institutions of college grade without
tuition.

Provides tuition free higher education for spouses and children of
prisoners of war and persons missing in action since Ausgut 1, 1958.
Benefits under the Unemployment Compensation Act..
Fireman.-Service with the Armed Forces shall be included in period
of service for purpose of retirement. Leaves of absence for State and
municipal employees in the Armed Forces of the United States;
reemployment without loss of seniority rights, insurance benefits, etc.,
upon termination of military service.

Veteran redefined to include every person who has been separated under
honorable conditions from any branch of the Armed Forces of the
United States after having served on active duty for 181 consecutive
days or by reason of service-connected disability and who is a United
States citizen.

Veterans' preference of 5 points for nondisabled, added to score on
competitive examination if veteran obtained passing grade without
credit points and veteran's name placed ahead of nonveterans with
same score. A disabled veteran is given 10 points in open competitive
examination if he obtained passing grade without credit points and he
is able to perform the duties of the opposition with reasonable efficiency
and veteran's name placed ahead of nonveterans with same score.

Veterans' preference is not available for promotional positions except
that veteran with 50 percent or more permanent service-connected
disability may have 5 points added to his score if he has passed the
examination for his first promotion after securing public employment.
Veterans' preference applies to employment in State civil service and
political subdivisions of State.

Same preference is extended to widows of deceased veterans and to the
spouse of a disabled veteran who because of such disability is unable
to qualify. Statute states that a person so preferred shall not be pre-
cluded from holding a position in the classified service because of age
or disability if it does not render him incompetent to perform the
duties of the position.
Compulsory retirement of an officer or employee in the classified service
of the State upon reaching age 70, notwithstanding provisions of the
veterans preference laws, became effective Jan. 2, 1968.
Requirement that employers doing business with the State list their
job openings with the Department of Manpower Services which shall
give veterans a preference in job referrals.

No removal of a veteran except for incompetence or misconduct after
hearing.

Qualifications for the office of commissioner of veterans affairs includes
requirement that the appointee has served honorably in the Armed
Forces in time of war.

Preference given to veterans where practicable in employment in the
department of veterans affairs.

Requirement that appointees as veterans' service officers be honorably
discharged veterans with wartime service.

Preference shall be given to honorably discharged soldiers, sailors, and
marines in selecting trustees for the Minnesota Soldiers' Home.
Police Department.-Retention of position on eligible register during
military service.

Retention of full credit for seniority purposes in State civil service for
service prior to separation to enter military service if employee re-
enters State service within 6 months after discharge from military
service.

Municipal Merit System Act does not exclude or modify provisions of
veterans' preference law.

Sheriff's civil service system in counties is not to exclude or modify pro-
visions of veterans preference law.

The commissioner of veterans affairs may establish and provide an em-
ployment, placement, and advisement service for disabled veterans.
The commissioner of veterans' affairs, shall, whenever possible, give
preference in employment of persons paid from veterans' compensa-
tion fund.

Retirement credit for military service in cities of the first class to be
given employees.

Retirement of probate judges, credit shall be given for military service-
Retirement law of State employees shall give credit for military service.

Veterans pensions, bonuses, adjusted compensation payments, allot-
ments or other benefits received from the State or Federal Govern-
ment are exempt from legal process for a period of 1 year after re-
ceipt thereof.

Bonus payments to Korean veterans are not assignable or subject to
garnishment, attachment, or levy of execution.

Disabled veterans of all wars and their dependents are entitled to the
same privileges formerly extended to disabled veterans of specific

wars.

Admission to probate of noncupative will of a soldier dying in active
service, applicable only to personal estate.

Notice of a hearing on account of a guardian to be given the regional
office of the Veterans' Administration.

The commissioner of veterans' affairs shall act as the guardian for a minor or incompetent person receiving moneys from the U.S. Gov
