Aircraft Survivability Measures. (ASM) RAF Upper Heyford, England.

a. Operational Requirement: The development and vigorous implementation of the European Defense Improvement Program demonstrates early NATO recognition of the operational requirement to provide adequate protection from conventional attack for the tactical aircraft as well as associated essential equipment and personnel committed to NATO. In consonance with available NATO resources and other priorities, the initial thrust of EDIP furnishes protection for in-place and dual-based tactical aircraft. Intelligence reports on shelter construction by Warsaw Pact Nations indicate a continued enhancement of their tactical posture and ability to conduct conventional warfare. Comparison of the size of the NATO tactical air fleet indicates Pact numerical superiority. These considerations indicate analytically a clear operational requirement for this project to provide protection for the deployed aircraft. Further, the October 1973 Middle-East conflict validated the cost and operational effectiveness of SACEUR's Physical Protection Program in terms of survivability of tactical aircraft in conventional warfare. In addition SACEUR by message 201141Z Sep 80 subject Infrastructure Priorities and Programming Guidance established a high priority for sheltering in-place tactical aircraft.

(1) Aircraft shelters are required to give in-place tactical aircraft a maximum of cost effective protection against conventional weapons.

(2) New taxitrack pavement is required to provide access to the shelter dispersal siting. New shelter aprons will be required to accommodate the aircraft for servicing and 'insertion into their shelters.

(3) Fencing and gates are required to realign the base boundry fence to incorporate the area into the base proper.

(4) Roads are required to provide access to the POL truck shelter, squadron operations facility and extend the perimeter road.

(5) Expansion of utilities is required to provide minimum lighting, power, water as well as storm and foul drainage for the other facilities.

(6) A shelter for refueling vehicles is required to assure the availability of these vehicles during conventional warfare.

(7) Standby power is required for the squadron operations and aircraft shelters where continual operation is vital to the military mission.

(8) One semihardened and conventional squadron operations facility is required to protect critical personnel and critical launch/recovery functions against conventional weaponry.

(9) A dedicated communication system is required to provide operational command and control communication to essential elements of the mission structure. NATO Approved Plans:

Requested facilities should be provided on an urgent basis to increase protection and reduce the vulnerability of forces assigned to this airfield.

6. PROJECT DESCRIPTION:

a. Scope of Project:

(1) Aircraft Shelters. Construct five each 792 square meter interior area (21.65 M x 36.59 M) concrete aircraft shelters with lighting and power outlets, inside and outside parking platforms, rear wall with protective exhaust closure, frontal closure, I telephone communications, Klaxon/Launch light system, two-ton winch, ventilation, 30 KVA emergency power, and AGE parking pads. Power and utility lines must be extended to the new dispersed locations. Shelters will conform to the standard third generation type as approved by SHAPE.

(2) New Aircraft Pavement. Construct 5,000 square meters of new aircraft hardstand pavement at LCN 60 to accommodate parking of assigned aircraft. Provide standard taxitrack lighting at the parking apron as required. Provide 18,288 square meters new taxitrack pavement to support shelter sitings.

(3) Security Fencing and Gates. 700 meters of new base boundry fence. (4) Access Roads. 4400 square meters for access to POL truck shelters squadron operations facility and extension of base perimeter road.

(5) Utility Expansion. Included in (1) above and all items below.

(6) Construct one reinforced concrete single POL truck shelter to house one refueling vehicle.

(7) Airfield Lighting for Taxi tracks. Install lighting along both sides of new taxitrack pavements.

(8) Construct one squadron operations facility, 144 square meters in the semi-hardened configuration and 142 square meters in conventional construction. This facility will require standby power (20 KVA).

(9) Standby Electrical Power. Provide 20 KVA for squadron operations, five each, 30 KVA generators for the aircraft and 170 KVA total.

(10) Install a dedicated communications systems connecting the facilities constructed under this program with existing NATO command and control network.

b. Facility Tabulation--Related Existing Facilities:

(1) There are no existing facilities that will provide the necessary protection from an attack using conventional weapons. Existing facilities, usable for various functions, have been designated to support NATO committed tactical aircraft.

(2) New construction under concept of hardening and dispersal does not lend itself to combinations with previously programmed facilities. However, new construction of a hardened facility will delete any prior programmed construction of this facility in a non-hardened state. Combinations within this construction program are being effected where possible.

c. Circuitry for extension of communication system will be in accordance with NATO criteria.
