Question. Explain why any projects at Vilseck should be funded unilaterally.

Answer. Elements of US Army Europe's combined Arms Training Center are part of the 7th Army Training Command (7 ATC) headquartered at Grafenwoehr which is responsible for US Army Europe's training, including the major training areas, are stationed at Vilseck. Two projects in the fiscal year 1983 program, support the missions of the 7 ATC. The first is PN 134, Fighting Vehicle Transition Facility. This building will support the introduction and transition training for the Bradley fighting vehicle. The second is for a barracks for additional permanent party cadre who provide instruction and instructional support for the increased training requirements of the new system being fielded in Europe. Training functions were resident at Vilseck long before MRP was developed and are the responsibility of the US to fund.

Question. What facilities requested in fiscal year 1983 will have chemical warfare defense capabilities?

Answer. The only overseas project to directly improve our chemical warfare defense capability is a project at Grafenwoehr, Germany, to construct a decontamination training site ($1,650,000) for combat and engineer units to be trained and tested using simulated contaminates. Two minor projects for ammunition storage at Patriot firing battery locations (Dichtelbach/Grenderich and Quirnheim) also include decontamination facilities. The cost of these facilities is approximately $200,000 or 20 percent of the total cost of the ammunition storage projects.

Question. How will the fiscal year 1983 program address the unaccompanied housing deficiency in Germany?

Answer. This year's program provides new facilities for 3,590 enlisted persons in Germany which represents about 46 percent of the total fiscal year 1983 program. A recent world-wide survey has revealed that the total deficiency in Europe is approximately 29,700 spaces. At this year's rate, it will take 8 years to accomplish our goal of providing adequate housing for our troops in Europe. Question. What fiscal year 1983 projects will address the hardstand and maintenance facility problems in Germany?

Question. What range projects have been requested in fiscal year 1983? Explain why it is necessary to prefinance these facilities. Answer. Range projects requested in fiscal year 1983 are:

These Projects are not now eligible for NATO funding. As directed by Congress we are seeking NATO eligibility. In the meantime precautionary prefinancing statements are being submitted in order to protect U.S. rights to recoup funds should NATO approve our eligibility request.

HANAU, GERMANY-PARKING AREA, WOLFGANG KASERNE, $3,300,000 (PART 1, PAGE 549)

Question. The fiscal year 1983 request includes $3.3 million for a parking area for an exchange, bookstore, liquor and other stores at Wolfgang Kaserne in Hanau. How does this project relate to other housing and maintenance priorities in Germany?

Answer. This project is a key element in the Army's balanced program to improve living and working conditions of our soldiers in Germany. When completed the community center supported by this parking lot project will provide modern consolidated facilities in support of the 30,000 people in the Hanau community. The completion of the community center some of which is MILCON funded will permit the return of diverted barracks and administration storage and maintenance facilities to their original use thereby reducing overcrowding and avoiding at least $7 mil in MCA costs.

(6) Construct one reinforced concrete single POL truck shelter to house one refueling vehicle.

(7) Airfield Lighting for Taxitracks. Install lighting along both sides of new taxitrack pavements.

(8) Construct one squadron operations facility, 144 square meters in the semi-hardened configuration and 142 square meters in conventional construction. This facility will require standby power (20 KVA).

(9) Standby Electrical Power. Provide 20 KVA for squadron operations, five each, 30 KVA generators for the aircraft and 170 KVA total.

(10) Install a dedicated communications systems connecting the facilities constructed under this program with existing NATO command and control network.

b. Facility Tabulation--Related Existing Facilities:

(1) There are no existing facilities that will provide the necessary protection from an attack using conventional weapons. Existing facilities, usable for various functions, have been designated to support NATO committed tactical aircraft.

(2) New construction under concept of hardening and dispersal does not lend itself to combinations with previously programmed facilities. However, new construction of a hardened facility will delete any prior programmed construction of this facility in a non-hardened state. Combinations within this construction program are being effected where possible.

c. Circuitry for extension of communication system will be in accordance with NATO criteria.
