Page 708 - US.C. 391a require that combustible liquids in bulk, when transported or stowed on board any vessel shall be regulated in order to secure effective provision against the hazards of life and property created by the vessels to which this section applies. The provisions of this law are not applicable to combustible liquids that are transported or stowed in barrels, drums, or other packages on board cargo vessels.
