RECORDS OF THE BUREAU OF ADMINISTRATION

This Bureau was established by a resolution of the members of the War Trade Board on October 15, 1917. Previous to its establishment its functions had been carried on in a limited capacity by its predecessor, the Administrative Division of the Bureau of Export Licenses of the Exports Administrative Board. The Bureau was responsible for personnel management, purchases and supplies, accounting and disbursing funds, renting office space, erecting and maintaining the War Trade Board Building, printing, mail and messenger service, cafeteria operations, and the reception of visitors.

Included in this series are requisitions for employees, certifications of the Civil Service Commission, and instructions and orders affecting promotions, appointments, and resignations. These records are not arranged. The personnel records themselves are in the Federal Records Center at St. Louis and are described in the appendix.

Voucher analysis by account and bureau, including summaries of monthly disbursements by bureaus and branch offices. The monthly summaries show the name of the bureau or branch office, amount of account, amount charged to expense accounts, and totals of accounts by months. The voucher analyses are similar in content and give the date, order number, payee, amount of voucher, and distribution. Voucher analyses for each account are arranged chronologically.

A disbursement journal for November 1918; an abstract of disbursements, primarily pertaining to the Exports Administrative Board; monthly statements of general and bureau accounts showing total disbursements, expenditures, and balances; a few auditor certificates for settlement with supporting vouchers and memoranda; a list of branch office vouchers; the payrolls of the New York branch office; and an abstract of checks received from exporters and importers for cables charged to the War Trade Board.

RECORDS OF THE DIVISION OF INFORMATION

The Division of Information was originally organized on September 15, 1917, as part of the Bureau of Information. On January 14, 1918, it was made an "executive" Division. Essentially, the function of the Division was to make available, both to the War Trade Board organization and to the general public, information regarding the operation of the Board, its powers, rulings, and other official statements. The Publications Section edited and published in mimeographed, multigraphed, or printed form (1) the Daily Record, a confidential bulletin of the Board; (2) the Daily Digest of the Press; (3) War Trade Board Rulings, daily; (4) the War Trade Journal, monthly; (5) Rules and Regulations of the War Trade Board; (6) the Directory of the War Trade Board; (7) Enemy Trading Lists; (8) the Confidential Suspect List; and (9) the Cloaks List. The Distribution Section distributed material to the Board in Washington, the various branch offices, the press, the general public, and the several Government agencies.

5 in. 229 Mimeographed daily digests of news items and editorials appearing in domestic newspapers regarding the activities of the War Trade Board, both in domestic and foreign affairs. This publication appeared every day at noon and contained a summary of articles appearing in 40 daily newspapers and over 200 technical and trade journals, referring either directly or indirectly to the activities of the War Trade Board or dealing with subjects of special interest to members of the organization. The Daily Digest attained a circulation of 300 copies, 190 being distributed within the Board and 110 outside. Arranged chronologically.

Mimeographed Daily Record of official news, announcements, rulings of the War Trade Board, and directives from its bureaus, issued by the Division of Information except for the period before October 15, 1917, when it was issued by the Bureau of Export Licenses. This publication appeared every workday morning and was the confidential bulletin of the Board. It contained the official announcements of the Board and of the directors of the bureaus and other information for the staff of the organization. Its daily circulation reached 550 copies. A 3-minute, silent, black-and-white, 35 mm. negative film showing the War Trade Board Building in Washington, a large number of employees of the Board in front of the building, and the chairman, Vance McCormick, with other members of the Board. It was apparently produced by the Pathé Co. for release to the American public.

RECORDS OF THE WAR TRADE BOARD SECTION
(DEPARTMENT OF STATE

In accordance with President Wilson's Executive order of May 12, 1919, the War Trade Board was integrated into the Department of State, effective July 1, 1919. The Armistice, however, had already brought to an end most of the War Trade Board functions. The War Trade Board Section was created in the Department of State to carry on those that remained.

Most of the records described below were created after the transfer date of July 1, 1919, and constitute a separate series, which cannot be included in previous series descriptions.

It should be noted that although the War Trade Board Section was abolished by an act of Congress of May 27, 1921, records of a later date exist. Most of these later records arose from claims of foreign governments and from research on particular series of War Trade Board records.

The War Trade Board Who's Who lists E. W. Van Dyke as a codifier and custodian of the records of the Bureau of Exports until October 31, 1921, when he was placed in charge of all War Trade Board records. The volumes contain memoranda prepared by Mr. Van Dyke interpreting the rulings and instructions of the War Trade Board on exports; memoranda giving instructions or requesting information on records or asking for copies of them; copies of replies by Mr. Van Dyke regarding former employees of the War Trade Board; a copy of testimony in the case of the United States Government vs. Planker et al; and copies of correspondence of the Dye and Chemical Section, Division of Customs, including minutes of hearings granted Joseph Bancroft and Sons Co. and the Pacific Mills on questions relating to the price and quantity of Inda threne yellow dye in the United States. In June 1921 a Dye and Chemical Section was set up in the Division of Customs, Department of the Treasury. It is not clear whether these
