Foreword

This Manual has been commissioned and published by the Administrative Conference of the United States under its statutory charge to "arrange for interchange among administrative agencies of information potentially useful in improving administrative procedures." Its author, a highly respected Administrative Law Judge at the Civil Aeronautics Board from 1944 to 1972, was a member of the Conference from 1968 to 1972. He brings to the subject a wealth of personal experience which he has supplemented by extensive consultation with many other experts.

While Judge Ruhlen had the benefit of the comments of Conference members on an earlier draft of his work, the final product is his alone; except to the extent that official Conference recommendations are explicitly referred to, it in no way represents official positions of the Conference. We hope and expect, however, that this Manual will give wider currency to the best procedural techniques now in use. April 22, 1974
