I just wanted to say I am very happy, as I know the chairman is, to see our friend, Mr. Ramspeck, who was formerly Chairman of the Civil Service Commission and a former Member of Congress, and very glad to have his contribution to this hearing. Mr. RAMSPECK. Thank you, Mr. Olsen. Mr. Chairman, I would like to urge the committee to study the Randall report. The total cost of it, if followed in toto, will be only about $20 million. I think it is very important that Congress raise its own pay and the pay of the executive and judicial branches of the Government. The CHAIRMAN. Thank you. Any further questions? Mr. WATSON. In reference to the last statement made by our former colleague, I think we should take judicial knowledge of the fact he knows whereof he speaks. Mr. RAMSPECK. That is right. I resigned from Congress because I could not save any money and I was getting too old to face old age with nothing for the future. I think it is of the utmost importance in any organization that you have good leadership, and you cannot keep it in the Federal Government unless these salaries are increased as the cost of living goes up.
