V. REFERENCES TO INDEFINITE APPROPRIATIONS, EIGHTY-SEVENTH CONGRESS, FIRST SESSION

Supplemental and Deficiency Appropriation Acts, 1961 and 1962:

For the payment of interest (as and when specified in such judgments or in certain of the settlements of the General Accounting Office or provided by law), and such additional sums due to increases in rates of exchange as may be necessary to pay claims in foreign currency (pp. 26-27, 229).

For payment of interest on audited claims certified to be due by the accounting officers of the District of Columbia so much as may be necessary payable from the revenues of the District of Columbia (p. 7).

Department of Agriculture Appropriation Act, 1962:

The dollar value of the unexpended balances, as of June 30, 1960, of allocations of foreign currencies heretofore made available to the Agricultural Research Service for the foregoing purposes of section 104(a) is appropriated as of that date and shall be merged with the appropriation "Salaries and Expenses (Special Foreign Currency Program)" (p. 31).

The dollar value of the unexpended balances, as of June 30, 1960, of allocations of foreign currencies heretofore made available to the Foreign Agricultural Service for the foregoing purposes of sections 104 (a) and (m) is appropriated as of that date, and shall be merged with the appropriation "Foreign Agricultural Service, salaries and expenses, (Foreign Currency Program)" (p. 36). Department of Defense Appropriation Act, 1962:

Not to exceed 15 percent of the current fiscal year receipts of the Alaska communication system shall be available for the operation, maintenance, and improvement of the Alaska communication system (p. 51).

Appropriations of the Department of Defense available for operation and maintenance may be reimbursed during the current fiscal year for all expenses involved in the preparation for the disposal and for the disposal of military supplies, equipment, and materiel, from amounts received as proceeds from the sale of any such property (p. 58).

District of Columbia Appropriation Act, 1962:

For salary of the Engineer Commissioner so much as may be necessary to make the salary of the Army officer holding that position equal to the compensation of each civilian member of the Board of Commissioners of the District of Columbia is appropriated for the fiscal year 1962 (p. 65).

SEC. 14. There are hereby appropriated from the applicable funds of the District of Columbia such sums as may be necessary for making refunds and for the payment of judgments which have been entered against the government of the District of Columbia, including refunds authorized by section 10 of the Act approved April 23, 1924 (43 Stat. 108): Provided, That nothing contained in this section shall be construed as modifying or affecting the provisions of paragraph 3, subsection (c) of section 11 of title XII of the District of Columbia Income and Franchise Tax Act of 1947, as amended (p. 68).

SEC. 15. Except, as otherwise provided, limitations and legislative provisions contained in the District of Columbia Appropriation Act, 1961, shall be continued for the fiscal year 1962 (p. 69).

Payments received by the Maritime Administration for utilities, services, and repairs in connection with any lease, contract, or occupancy involving Government property under control of the Commission shall be credited to the appropriation charged with the cost thereof (p. 82).

Independent Offices Appropriation Act, 1962:

Sums received from States, counties, municipalities, and other public authorities and private sources, for expenses incurred in the maintenance and operation of air navigation facilities may be credited to the appropriation "Expenses, Federal Aviation Agency" (p. 97).

There shall be credited to the appropriation "Establishment of Air Navigation Facilities" funds received from States, counties, municipalities, other public authorities, and private sources, for expenses incurred in the establishment of air navigation facilities (p. 97).

Not to exceed $3,593,500 of any funds received for deposit under section 204(a) of the Federal Property and Administrative Services Act of 1949, as amended, and not otherwise disposed of by law, shall be deposited to the credit of the appropriation "Operating expenses, Federal Supply Service" and shall be available for expenditure for necessary expenses in carrying out the functions of the General Services Administration under the said 1949 Act, as amended, with respect to the utilization and disposal of excess and surplus property (p. 101). The foregoing appropriations shall be credited with (1) cost of maintenance, upkeep, and repair included as part of rentals received from Government corporations pursuant to law (40 U.S.C. 129); (2) reimbursements for services. performed in respect to bonds and other obligations under the jurisdiction of the General Services Administration, issued by public authorities, States, or other public bodies, and such services in respect to such bonds or obligations as the Administrator deems necessary and in the public interest may, upon the request and at the expense of the issuing agencies, be provided from this appropriation; and (3) appropriations or funds available to other agencies, and transferred to the General Services Administration, in connection with property transferred to the General Services Administration pursuant to the Act of July 2, 1948 (50 U.S.C. 451ff), and such appropriations or funds may, with the approval of the Bureau of the Budget, be so transferred (p. 103). Necessary expenses of inspections and of providing representatives at the site of projects being planned or undertaken by local public agencies pursuant to title I of the Housing Act of 1949, as amended, projects financed through loans to educational institutions authorized by title IV of the Housing Act of 1950, as amended, and projects and facilities financed by loans to public agencies pursuant to title II of the Housing Amendments of 1955, as amended, shall be compensated by such agencies or institutions by the payment of fixed fees, and the Administrator may accept reimbursement for such services and the sums so received shall be credited to the appropriations or funds against which such charges have been made (Housing and Home Finance Agency) (pp. 104– 105). The retained earnings of the Direct loans to veterans and reserves revolving fund shall be available, during the current fiscal year, for transfer to the Loan Guaranty Revolving Fund in such amounts as may be necessary to provide for property acquisitions and other loan guaranty and insurance operations expenses (p. 109).

Interior Department Appropriation Act, 1962:

For construction, operation and maintenance of access roads, reforestation, and
other improvements on the revested Oregon and California Railroad grant
lands; and the acquisition of rights-of-way and of existing connecting roads on
or adjacent to such lands, an amount equivalent to 25 per centum of the
aggregate of all receipts during the current fiscal year from such lands (pp. 116–
117).
For construction, purchase, and maintenance of range improvements pursuant
to the provisions of sections 3 and 10 of the Act of June 28, 1934, as amended
(43 U.Š.C. 315), sums equal to the aggregate of all moneys received as range
improvement fees under section 3 of said Act and of 25 percent of all moneys
received under section 15 of said Act during the current fiscal year, to remain
available until expended (p. 117).

For carrying out the provisions of the Act of February 26, 1944, as amended (16) U.S.C. 631a-631q) not to exceed, $1,981,000, to be derived from the Pribilof Islands fund (p. 125).

Forest receipts in the amount of $10,000 shall be available for the acquisition of land in the Cache National Forest, Utah, in accordance with the Act of May 11, 1938 (52 Stat. 347), as amended (p. 129).

Grazing fees in the amount of $700,000 shall be available for artificial revegetation, construction and maintenance of range improvements, control of rodents, and eradication of poisonous and noxious plants on the national forests (p. 129). Labor-Health, Education, and Welfare Appropriation Act, 1962:

Grants to States, next succeeding fiscal year: For making, after May 31 of the current fiscal year, payments to States under title III of the Social Security Act, as amended, and under the Act of June 6, 1933, as amended, for the first quarter of the next succeeding fiscal year, such sums as may be necessary, the obligations incurred and the expenditures made thereunder for payments under such title and under such Act of June 6, 1933, to be charged to the appropriation therefor for that fiscal year (Department of Labor) (pp. 138-139). Unemployment compensation for veterans and Federal employees, next succeeding fiscal year: For making, after May 31 of the current fiscal year, payments to States, as authorized by title XV of the Social Security Act, as amended, and title IV of the Veterans' Readjustment Assistance Act of 1952, such amounts as may be required for payment to unemployed veterans and Federal employees for the first quarter of the next succeeding fiscal year, and the obligations and expenditures thereunder shall be charged to the appropriation therefor for that fiscal year (Department of Labor) (p. 139). The aggregate of advance deposits during the current fiscal year to cover payment of fees by applicants for certification or inspection of such products, to remain available until expended, are available for "Salaries and expenses, certification and inspection services, Food and Drug Administration" (p. 141). The District of Columbia shall pay by check to Freedmen's Hospital at the beginning of each quarter such amounts as the Surgeon General calculates will be earned on the basis of rates approved by the Bureau of the Budget, (Department of Health, Education, and Welfare) (p. 142).

For making after May 31 of the current fiscal year, loans and payments under all titles of the National Defense Education Act, for the first quarter of the next succeeding fiscal year such sums as may be necessary, the obligations incurred and the expenditures made thereunder to be charged to the appropriation for the same purpose for that fiscal year (p. 143). Grants to States, next succeeding fiscal year: For making, after May 31 of the current fiscal year, grants to States under sections 2 and 3 of the Vocational Rehabilitation Act, as amended, for the first quarter of the next succeeding fiscal year such sums as may be necessary, the obligations incurred and the expenditures made thereunder to be charged to the appropriation therefor for that fiscal year: Provided, That the payments made pursuant to this paragraph shall not exceed the amount paid to the States for the first quarter of the current fiscal year (p. 144).

Such amount as may be necessary is appropriated for retired pay of commissioned officers (p. 151).

Grants to States, next succeeding fiscal year: For making, after May 31 of the current fiscal year, payments to States under titles I, IV, V, X, and XIV and section 705 of title VII, respectively, of the Social Security Act, as amended, for the first quarter of the next succeeding fiscal year, such sums as may be necessary, the obligations incurred and the expenditures made thereunder for payments under each of such titles and under such Act of June 6, 1933, to be charged to the appropriation therefor for that fiscal year (p. 153).

The District of Columbia shall pay to Gallaudet College in advance at the beginning of each quarter, at the rate of $1,295 per school year for each student attending or receiving instruction in elementary or secondary education pursuant to the Act of March 1, 1901 (p. 154).
