3. Office of the Solicitor, $1,500.—An increase of $1,500 is requested, of which $1,200 is needed to cover the increased cost of regular series of law publications purchased by the Solicitor's Office, and $300 to cover some of the backlog of binding requirements of the Office.

4. Division of Personnel Supervision and Management, $1,150.-An increase of $775 is required to cover the cost of stationery and $375 for purchase of new typewriters for the Division of Personnel Supervision and Management.

5. Eastern Power Marketing, $2,500.-The staff proposed for the Eastern Power Marketing Branch of the Division of Power will require contingent expenses of $2,500 to cover the travel and other expenses involved in the operation of the Branch.

6. Office of Field Representatives, $17,650.—The proposed increase in staff of the Office of Field Representatives will require an increase of $17,650 in contingent expenses covering $14,400 for travel, $2,150 for two automobiles, and $400 for other expenses.

7. Division of Territories and Island Possessions, $1,890.-An increase of $1,890 is requested by the Division of Territories and Island Possessions to cover estimated minimum travel requirements of the Division in making necessary inspection trips to the offshore possessions.

8. Bureau of Land Management, $5,500.—Communication services, $500.-An increase of $500 is requested to cover additional communications which will be necessary between the field offices of the Bureau and the central headquarters under the new organization of the Bureau of Land Management.

Supplies and materials, $2,000.-An increase of $2,000 is necessary to cover the increased demand for reproduced records.

Equipment, $3,000.-Purchase of desks, chairs, typewriters, and other equipment needed to furnish new offices and to replace worn-out equipment is estimated to cost $3,000 during 1948.

9. Geological Survey, $4,150.-$2,650 is requested for increased quantities of supplies and materials involved in proposed enlarged programs of the Geological Survey and $1,500 increase is requested for the replacement of worn-out office equipment.

10. National Park Service, $5,000.-$1,000 increase is requested to cover paper costs of duplicated work involved in production of an administrative manual and to provide other supplies required by the headquarters office; $2,000 is requested for replacement and purchase of small office machines and equipment.

11. Payment of tort claims, $10,000.--An increase of $10,000 is proposed to be used for the settlement of claims as authorized by section 403 of the Federal Tort Claims Act, Public Law 601, approved August 2, 1946.

That constitutes a résumé of the items of increase.

Mr. JONES. Is that all of these that have been listed under "Contingent expenses" in the justifications?

Mr. NORTHROP. That is right.

OBLIGATIONS TO DECEMBER 31, 1946

Mr. JONES. How much has been spent as of December 31, 1946, for this item?

Mr. NORTHROP. Of the appropriation of $299,660 for "Contingent expenses" for the fiscal year, $167,435.61 was obligated as of December 31,

1946.

Mr. JONES. I will ask you this question: Is it anticipated that there will be a balance at the end of the fiscal year in this fund?

Mr. NORTHROP. Subject to correction of the record, Mr. Chairman, my memory is that the expenditure through December 31 was slightly over one-half the available amount.

NEW LANGUAGE

TORT CLAIMS ACT

Mr. JONES. Now I notice that you have some new language in the bill on page 22 which appears for the first time. Is that what you referred to in your general explanation? It is the result of Public Law 601, the Tort Claims Act?

Mr. NORTHROP. Yes, sir.

Mr. JONES. Of the Seventy-ninth Congress?

Mr. NORTHROP. Yes, sir. That new language is required by the provisions of Public Law 601, and the provision must be included in the bill.

TRAVEL EXPENSES

Mr. JONES. Now, do we have under contingent expenses all the travel expenses of the Department or how is it limited, if it is?

Mr. NORTHROP. No. The contingent expenses of the Department provide for travel of the Secretary's office and all these other offices enumerated which are within the over-all Office of the Secretary, but it does not cover the travel of the operating bureaus.

FUNDS AVAILABLE AND UNEXPENDED BALANCES FOR CONSTRUCTION PROJECTS, 1947

Mr. JONES. Now, while we are on that subject I wonder if you can give me a statement by construction projects of the funds unexpended prior to the fiscal year 1947 in one column, the fiscal year 1947 in the next column, the total available in 1947 in the next column, and the amount frozen by Executive order and the remainder available? Mr. NORTHROP. Yes; we can supply that.

Mr. JONES. That will be by projects now and the total.

Mr. NORTHROP. Yes, sir. You mean, for example, the Bureau of Reclamation appropriation limitations by projects?

Mr. JONES. Yes, and in the Park Service and other agencies.
Mr. NORTHROP. By appropriation?

Mr. JONES. Yes.
