MUTUAL EDUCATIONAL AND CULTURAL EXCHANGE ACTIVITIES For expenses, not otherwise provided for, necessary to enable the Secretary of State to carry out the functions of the Department of State under the provisions of the Mutual Educational and Cultural Exchange Act of 1961 (75 Stat. 527) and the Act of August 9,1939 (22 U.S.C. 501), including expenses authorized by the Foreign Service Act of 1946, as amended (22 U.S.C. 801-1158); expenses of the National Commission on Educational, Scientific, and Cultural Cooperation as authorized by sections 3, 5, and 6 of the Act of July 30, 1946 (22 U.S. C. 2870, 287q, 287r); hire of passenger motor vehicles; not to exceed $18,000 for representation expenses; not to exceed $1,000 for official entertainment within the United States; services as authorized by section 15 of the Act of August 2, 1946 (5 U.S.C. 55a); and advance of funds notwithstanding section 3648 of the Revised Statutes, as amended; [$42,625,0001 $47,679,000, of which not less than [$15,000,000] $18,500,000 shall be used [to purchase for payments in foreign currencies or credits owed to or owned by the Treasury of the United States: Provided, That not to exceed [$2,150,000 $2,310,000 may be used for administrative expenses during the current fiscal year. This appropriation provides for the educational and cultural exchange program of the Department of State and for expenses of the National Commission on Educational, Scientific, and Cultural Cooperation.

In 1965, the Department plans to (1) strengthen exchange of persons programs by providing for travel of dependents of certain American grantees and by providing assistance to foreign students not sponsored by the U.S. Government; (2) provide support for educational and cultural projects, including the promotion of American studies abroad; (3) continue assistance to Americansponsored schools abroad; and (4) assist U.S. cultural presentations abroad. A large proportion of the total funds expended are in foreign currencies owed to or owned by the U.S. Government. Total obligations and funds for these activities, including those from Special Foreign Currency programs and from other sources, such as contributions from foreign governments, are as follows (in thousands of dollars):

To enable the Secretary of State to provide for carrying out the provisions of the Center for Cultural and Technical Interchange Between East and West Act of 1960, by grant to any appropriate agency of the State of Hawaii, [$5,100,000] $5,932,000: Provided, That none of the funds appropriated herein shall be used to pay any part of the salary, or to enter into any contract providing for the payment thereof, to any individual whose aggregate salary from any and all sources is in excess of $20,000 per annum. of State Appropriation Act, 1964.)

Under existing legislation, 1964.—This proposed supplemental appropriation to purchase foreign currencies excess to the requirements of the United States, will make possible a U.S. contribution to the United Nations Educational, Scientific and Cultural Organization for the preservation, through dismantling and reerection on another site, of the two ancient temples of Abu Simbel. The present site will be submerged by the rising waters of the Aswan Dam basin.

1. Educational exchange fund, payments by Finland, World War I debt.-Any sums paid by the Republic of Finland to the United States under the act of February 25, 1919, are used to finance exchange of persons, and book and equipment programs with Finland. During 1963 the exchange of 22 Finns and 9 Americans was financed in full from this fund and 62 grants to Finns under the Fulbright program were supplemented. The amount of $40 thousand was used to purchase books and equipment (75 Stat. 532).

2. Educational fund, interest payments by the Government of India. Interest payments up to a cumulative total of $5 million on loans made to India are available for exchange of persons and educational materials. As of June 30, 1963, a total of $4,969 thousand had been obligated for this purpose (65 Stat. 71).

Under existing legislation, 1964.-This supplemental appropriation will permit the establishment of a foundation to carry out, through use of income derived from investments, a program of educational and cultural exchange.

Under the terms of the agreement between the United States and Japan regarding the settlement of postwar economic assistance and the exchange of notes of January 9, 1962, which is a part of this agreement, the U.S. Government is committed to use $25 million of yen repayments accrued as a result of settlement of indebtedness for postwar economic assistance for purposes of Obligations are distributed as follows: educational and cultural exchange between the United States and Japan.

MIGRATION AND REFUGEE ASSISTANCE

For expenses, not otherwise provided for, necessary to enable the Secretary of State to provide assistance to refugees, as authorized by law, including contributions to the Intergovernmental Committee for European Migration and the United Nations High Commissioner for Refugees; salaries [,] and expenses [, and allowances] of personnel and dependents as authorized by the Foreign Service Act of 1946, as amended (22 U.S.C. 801-1158); allowances as authorized by the Overseas Differentials and Allowances Act (5 U.S.C. 3031-3039); hire of passenger motor vehicles; and services as authorized by section 15 of the Act of August 2, 1946 (5 U.S.C. 55a); [$10,550,000] $8,200,000: Provided, That no funds herein appropriated shall be used to assist directly in the migration to any nation in the Western Hemisphere of any person not having a security clearance based on reasonable standards to insure against Communist infiltration in the Western Hemisphere. The Rama Road, being constructed pursuant to international agreement, will connect the east coast river port of Rama, Nicaragua, with the Inter-American highway. Appropriations in 1963 and 1964 will finance completion of the road.

The Migration and Refugee Assistance Act of 1962, Public Law 87-510, provides legislative authority for assistance to migrants and refugees. This request makes 10 funds available for contributions to the Intergovern mental Committee for European Migration, activities of the United Nations High Commissioner for Refugees and assistance to those refugees determined by the President to be in the national interest. This latter category includes refugees from Communist countries in Europe (assisted since 1952 under the U.S. escapee program), Communist China (assisted since 1954 under the Far East refugee program), and Tibet. The request also provides for necessary administrative expenses required to implement the refugee assistance programs.

GENERAL PROVISIONS DEPARTMENT OF

STATE

SEC. 102. Appropriations under this title for "Salaries and expenses", "International conferences and contingencies", and "Missions to international organizations" are available for reimbursement of the General Services Administration for security guard services for protection of confidential files.

SEC. 103. No part of any appropriation contained in this title shall be used to pay the salary or expenses of any person assigned to or serving in any office of any of the several States of the United States or any political subdivision thereof.

SEC. 104. None of the funds appropriated in this title shall be used (1) to pay the United States contribution to any international organization which engages in the direct or indirect promotion of the principle or doctrine of one world government or one world citizenship; (2) for the promotion, direct or indirect, of the principle or doctrine of one world government or one world citizenship.

SEC. 105. It is the sense of the Congress that the Communist Chinese Government should not be admitted to membership in the United Nations as the representative of China. (Department of State Appropriation Act, 1964.)

GENERAL PROVISIONS

SEC. 701. No part of any appropriation contained in this Act shall be used for publicity or propaganda purposes not authorized by the Congress.

SEC. 702. No part of any appropriation contained in this Act shall be used to administer any program which is funded in whole or in part from foreign currencies or credits for which a specific dollar appropriation therefor has not been made.

[SEC. 703. No part of any appropriation contained in this Act shall be used to conduct or assist in conducting any program (including but not limited to the payment of salaries, administrative expenses, and the conduct of research activities) related directly or indirectly to the establishment of a national service corps or similar domestic peace corps type of program.]
