(II) MILITARY CONSTRUCTION APPROPRIATIONS FOR 1981 INTRODUCTION Parts I and II of the House Military Construction Appropriations Subcommittee hearings contain the justification materials submitted to the Congress in support of the President's request for military construction. Preceding the justification materials are a list of the appropriations approved for fiscal year 1980, the appropriation request for fiscal year 1981, and the authorization request for fiscal year 1981. In order to facilitate the locations of various facilities, a series of maps of major military installations in the United States is included. Each year the Defense Department submits two essentially similar requests to the Congress for the military construction program. These are the request for authorization, included here in the form of a legislative proposal transmitted to the Speaker of the House of Representatives, and the separate request for appropriations to fund the military construction program. There are minor differences between the two requests because not all appropriations require annual authorization (planning and design, access roads, and minor construction) and because certain projects were authorized in prior years but were not funded. Also, appropriations for construction at Army ammunition plans are contained in the Defense Appropriation Act but are authorized in the Military Construction Authorization Act. The justification material for these projects are included as an appendix to the Army request. A reconciliation of the differences between the authorization and appropriation requests appears at the end of the authorization request. (1) |
