We will start because we can get underway for a few moments, and then resume with a minimum amount of interruption. Today, the Subcommittee will receive testimony on the fiscal year 1995 budget request of the National Transportation Safety Board. The Board's request this year is a lean one, totaling $37.3 million. This would be an increase of only $200,000 over the fiscal year 1994 level. The National Transportation Safety Board has had another busy year investigating a number of tragic accidents across all modes of transportation. Last year, you were involved in several multimodal transportation accident investigations. We look forward to hearing this morning about your work in determining the causes of these accidents. The Safety Board also conducts safety studies, evaluates the effectiveness of the Department of Transportation's safety activities, and reviews appeals of adverse certificate and civil penalty actions by the Department of Transportation. Our principal witness is Mr. Carl Vogt, Chairman of the Safety Board. Also, we are pleased to have a new board member, Jim Hall, in the audience.
