Good morning. Today, the Committee is going to hear testimony from the Saint Lawrence Seaway Development Corporation. We are pleased to welcome back our former colleague, Stan Parris as the Administrator of the Saint Lawrence Seaway Development Corporation. Welcome Stan. Mr. PARRIS. Thank you. Mr. CARR. The budget request for the corporation in fiscal year 1995 is $10,271,000, a decrease of $494,000, or 4.6 percent below 1994. This represents one of the few reductions proposed for activities in the Department of Transportation in 1995. I understand the Administrator has a novel proposal to make as a means of trying to live within the tight budget, and we are going to be interested in hearing your proposal. And with that, Stan, would you like to proceed? Your statement will be included in the record, and if you have a few high points you want to summarize we will be glad to hear them at this time.
