Dr. HILBERT. In addition to research agreements that have been executed, there are about 270 close to completion. These include grants which are awaiting signature by the potential grantee. Sixty projects have had their cost negotiated and we are in the act of preparing research agreements on these. Then there are 192 which have been approved for negotiation of costs.

Up until the present time, there have been 300 scientific and technical articles published on the research done abroad. The reprints of these research and technical articles are made available to our research divisions who then handle them the same way they do their regular research and technical publications; that is, from the standpoint of disseminating the information. In addition we have received 130 manuscripts which have been sent away for publication. In other words, those are presumed to be published within the next year.

PATENTS

Ten patent applications are in process of development and filing with the Patent Office on useful discoveries. These patents, of course, will be dedicated to the Secretary of Agriculture and will be available on a royalty-free basis to American industry.
