Ir. KENNEDY. The committee will please be in order. This h has been called for the purpose of considering bills H. R. 1 H. R. 11375, which bills were introduced by Mr. Sisson. The subcommittee thereupon proceeded to the consideration R. 10391 and H. R. 11375, which are as follows:)

it enacted by the Senate and House of Representatives of the United S erica in Congress assembled, That the proviso at the end of the fourte raph under the heading "Miscellaneous" in the District of Columbia iation Act for the fiscal year ending June 30, 1936, approved Jun (49 Stat. 356), is hereby amended to read as follows: "Provided, fter no part of any appropriation for the public schools shall be avai e payment of the salary of any person advocating Communism, advoc se of force or violence within the Nation in overthrowing or changing of Government of the United States, or advocating the use of for ce in the settlement of international disputes in contravention of or pact to which the United States is a party: Provided further, mediately preceding proviso shall not be construed to forbid or res erson from giving instruction concerning, or directing or supervising of, the political, economic, or social system of any country."

t enacted by the Senate and House of Representatives of the U of America in Congress assembled, That the proviso appearing in nth paragraph under the subheading "Miscellaneous" under the hea : schools" in the District of Columbia Appropriation Act for the f ading June 30, 1936, approved June 14, 1935 (49 Stat. 356), and rea ows: "Provided, That hereafter no part of any appropriation for Schools shall be available for the payment of the salary of any pe g or advocating communism", is hereby repealed.
