OMB CONTROL NUMBERS The Paperwork Reduction Act of 1980 (Pub. L. 96-511) requires Federal agencies to take steps to reduce the Federal paperwork burden for individuals, small businesses and State and local governments, as well as to maximize the usefulness of information collection. One specific requirement of the Act is for Federal agencies to display an OMB control number with the information collection request. Many agencies have begun publishing numerous OMB control numbers as amendments to existing regulations in the CFR. These OMB numbers are placed as close as possible to the applicable recordkeeping or reporting requirements. OBSOLETE PROVISIONS Provisions that become obsolete before the revision date stated on the cover of each volume are not carried. Code users may find the text of provisions in effect on a given date in the past by using the appropriate numerical list of sections affected. For the period before January 1, 1973, consult either the List of CFR Sections Affected, 1949-1963, or 1964-1972, published in three separate volumes. For the period beginning January 1, 1973, a "List of CFR Sections Affected" is published at the end of each CFR volume. CFR INDEXES AND TABULAR GUIDES A subject index to the Code of Federal Regulations is contained in a separate volume, revised annually as of January 1, entitled CFR INDEX AND FINDING AIDS. This volume contains the Parallel Table of Statutory Authorities and Agency Rules (Table I), and Acts Requiring Publication in the Federal Register (Table III). A list of CFR Titles, Chapters, and Parts and an alphabetical list of agencies publishing in the CFR are also included in this volume. An index to the text of Presidential documents appears at the end of each compilation of Title 3, The President. The Federal Register Index is issued monthly in cumulative form. This index is based on a consolidation of the “Contents" entries in the daily Federal Register. A List of CFR Sections Affected (LSA) is published monthly, keyed to the revision dates of the 50 CFR titles. NASA PROCUREMENT REGULATION The NASA Procurement Regulation in 41 CFR Chapter 18 appears in three volumes as follows: (1) Title 41, Chapter 18, Parts 1-52, Volume I (containing Parts 1-5), (2) Title 41, Chapter 18, Parts 1-52, Volume II (containing Parts 6-19), and (3) Title 41, Chapter 18, Parts 1-52, Volume III (containing Parts 20-52 and Appendices). PUBLICATION IN CFR Normally, text appearing in the CFR is derived from matter previously published in the FEDERAL REGISTER. In this instance, however, until July 31, 1978, the NASA PR was updated and incorporated directly into the CFR. From July 31, 1978 to the present time all procurement regulation directives have appeared in the FEDERAL REGISTER and incorporated into the CFR. Currently, these regulations are also contained in a looseleaf publication and are distributed by NASA to a list of subscribers. The CFR volumes have been reproduced photographically from the updated 1981 NASA PR edition and, thus, are identical in content. As such these CFR volumes contain the NASA PR numbering system which differs substantially from standard CFR numbering. (See below.) WAIVER OF CFR CODIFICATION SYSTEM For the 1983 edition, the Office of the Federal Register has agreed to accept the NASA numbering or "codification" system. This was done in the interest of expediting the complete publication of the procurement regulations and to facilitate future amendments. The following table shows the correlation of NASA PR and CFR numbering terminology: CFR Chapter... Subpart.. CODIFICATION SYSTEMS NASA PR Regulation Part Subpart Paragraph The terms above represent levels or rankings of text. All of the NASA PR is contained in 41 CFR Chapter 18, which is referred to as the "Regulation." This Regulation is divided into "parts" and each part is divided into "subparts." In the CFR system, the CFR section is the basic unit of text. In the NASA PR, the paragraph is the basic unit of text. Within the text of a NASA PR paragraph, there is not a uniform numbering system for the subdivision of text as there is for text within CFR sections. However, most NASA PR paragraphs are consistent within themselves. Users are advised, therefore, to be alert for codification variations in numbering within NASA PR paragraphs. METHOD OF UPDATING NASA PROCUREMENT REGULATION The regulations in these CFR volumes include the text of the 1981 NASA Procurement Regulation updated by the incorporation of amendments in NASA Procurement Regulation Directives (PRD's) through PRD 82–4. Volume III contains those PRD's which are outstanding and still in effect but which have not been incorporated. For a list of these outstanding PRD's, see the List of Unincorporated PRD's and Sections Affected in the Finding Aids section of each volume. PAGINATION Each of the three volumes is individually paginated. The page number is centered at the bottom of each page. The following information should be of use to those users who are familiar with NASA PR replacement page technique for updating the regulations. The upper left corner (for even pages) and the upper right corner (for odd pages) contain pagination information for each section of the part. These page identifiers begin numbering anew with each part. A typical reference might be "1-2:3". The number to the left of the dash refers to the NASA PR part. In this case, the "1" refers to "Part 1." The number to the right of the dash refers to the NASA PR subpart and the number to the right of the colon refers to the page of that NASA PR subpart. Thus, the reference "1-2:3" indicates that the user has page 3 of Subpart 2 of Part 1. TABLE OF NASA PR PARTS AND SUBPARTS Each volume has a complete table of contents listing of all the NASA PR parts, appendices, and supplements contained in the three volumes. Each of the three volumes also has a table of contents listing the parts contained in that particular volume and the page where each part (or appendix) begins.
