Sept. 30, 1977, numbers have been adjusted to reflect the establishment of the Department of Energy and its absorption of the Energy Research and Development Administration, Federal Energy Administration. Federal Power Commission, and parts of other agencies. Similar adjustments have been made to reflect establishment of the International Communication Agency and the transfer of employees to it from the Department of State and the United States Information Agency.
