Most obvious is fostering of recycling centers to channel waste products back into manufacturing cycle. Adoption of these rules will have indirect beneficial impact by helping to alleviate litter problem and by providing additional incentive to use recycled materials rather than dependence on limited supplies of virgin resources. Further benefit will be achieved by providing additional traffic obtainable through streamlined certification process in which general finding of public convenience and necessity has already been made.
