JOHN GUANDOLO

President 1976-1977

John Guandolo officially became President of the Association of Interstate Commerce Commission Practitioners on June 23, 1976, at the Association's 47th Annual Meeting at Lake Tahoe in Stateline, Nevada. He succeeded W. A. Kernan who remains a member of the Executive Committee.

Mr. Guandolo, a partner in the firm of Macdonald & McInerny of Washington, D.C., received an A.B. Degree in Economics from the University of Illinois and a J.D. Degree from the University of Maryland. He is admitted to practice before the District of Columbia and Maryland Bars. Previously, he was an Attorney in the Antitrust Division of the Department of Justice and Commerce Attorney with the Missouri Pacific Railroad Company.

An active member in the Association since 1955, he served as Editor in Chief of the ICC Practitioners' Journal for fifteen years. He also served as Vice President for District 3 (Pennsylvania [Eastern Half], Maryland, Delaware, and the District of Columbia) and was a member of the Executive Committee before becoming President Elect in June 1975.

Mr. Guandolo is a member of the American, Federal, and District of Columbia Bai Associations and is also a member of the American Society of Traffic and Transportation and Motor Carrier Lawyers Association.

As a noted author, his prolific works include Transportation Law and Federal Procedure Forms, and he has coauthored other publications including Transportation Regulation.

PRESIDENT'S LETTER

This appears to be a particularly opportune time to summarize briefly the accomplishments of the Association in providing the ingredients of education in transportation.

For years the activities of the Association have been employed in the service of education in transportation and it has fulfilled this role with distinction.

One of the most important accomplishments of the Association is the Transportation Law Seminar. The purpose of the Transportation Law Seminar is to give instructions to the practitioners and others on substantive transportation law and practice and procedure. The first was held in 1971 and since that time it has been held each year as a part of a continuing education program. The Transportation Law Seminar papers and proceedings are published and made available to the public. To date, Volumes 1 through 4 of the Transportation Law Seminar papers and proceedings have been published. Volume 5 will be released for distribution in September 1976. Beginning in 1973, the Association has been giving a full tuition scholarship to attend the Transportation Law Seminar to the individual receiving the highest grade on the ICC Practitioners' Examination. Since 1973, four persons have accepted the scholarship. Another major accomplishment is the Clyde B. Aitchison Essay Award Contest begun in 1961. The contest title was selected to honor the late Commissioner Aitchison's long service with the ICC; his acknowledged leadership in transportation law and economics; and his lifelong attention to the interests of the ICC's bar and bench. The principal purpose of the Clyde B. Aitchison Essay Award Contest is to stimulate writings in transportation law and economics.

In addition, the Association has published numerous writings in transportation and has provided research tools for the practitioner. Among these are Research In Transportation-Sources and Procedure, Manual of Practice and Procedure Before the Interstate Commerce Commission, Abstracts of Supreme Court Decisions Interpreting the Interstate Commerce Act, and Consolidated Current Index to Decisions of Interstate Commerce Commission. The Association is actively considering the revision of Research In Transportation-Sources and Procedures and Manual of Practice and Procedure Before the Interstate Commerce Commission, and the preparation of a new volume of Abstracts of Supreme Court Decisions Interpreting the Interstate Commerce Act.

Major efforts were required to bring about these accomplishments. You can take pride in this. But the Association cannot become static. It has a responsibility to expand and strenghten the activities employed in the service of education. With your cooperation the Association is and will continue to promote, develop, and sustain educational undertakings. For this is the most telling standard by which this professional organization will be judged.
