An increase of $1,167,000 for personnel compensation and benefits is requested to finance 100 additional positions in FY 1972 to support selected programs where expansion is required to meet safety objectives. Because of anticipated difficulties in recruiting traffic, safety, and research professionals, the financing for the additional positions is being requested for only two-thirds of the fiscal year.

An increase of $103,000 is requested to provide travel funds for new employees who are required to travel in performance of their duties (primarily alcohol countermeasures personnel) and increased travel requirements for existing personnel in the compliance review and traffic safety areas.

This increase is required to provide for price increases in transportation costs and to pay for the movement of special demonstrations and exhibits, used by professional staff members to and from technical meetings.

An increase of $38,000 is requested to provide for space rental costs for additional employees headquartered in field offices throughout the country and to provide for the increased costs associated with geographic relocation of regional offices.

This increase results from continued rising costs of printing and reproducing services together with increased usage based on program expansion.

Of the total increase, $30,200,000 is directly related to expansion of the NHTSA contract program, justified in detail under each appropriate budget activity. The remaining increase of $477,000 is required to: meet necessary costs of computer services furnished in support of expanding contract and administrative programs; payroll costs; working capital fund costs; and other contractual services.

The increase of $25,000 is requested to cover increased costs of supplies, subscriptions to technical periodicals for on-board employees and new personnel and additional automatic data processing supplies.

An increase of $4,760,000 is requested to provide for test equipment required by the new Compliance Test Facility to be constructed in FY 1972. The balance of $60,000 is associated with equipment required for additional positions.

The total increase of $4,520,000 is required for the design, required engineering studies and construction costs associated with the new Compliance Test Facility to be constructed in FY 1972.

For payment of obligations incurred in carrying out the provisions of title 23, United States Code, section 402, $49,000,000, to remain available until expended, together with $5,746,000, to be transferred from the appropriation "Highway safety programs (trust fund)".

Note. The appropriation for this account for 1971 had not been enacted at the time this budget was prepared. A temporary continuing appropriation is in effect for the period from July 1 to March 30.
