A BILL

To amend the Atomic Energy Act of 1946, as amended.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the Atomic Energy Act of 1946, as amended, is amended to read as follows:

"CHAPTER 1. DECLARATION OF POLICY, FINDINGS, AND PURPOSE

"SECTION 1. (a) FINDINGS AND DECLARATION. Research and experimentation in the field of nuclear chain reaction have attained the stage at which the release of atomie energy on a large scale is practical. The significance of the atomie bomb for military purposes is evident. The effect of the use of atomie energy for eivilian purposes upon the social, economic, and political structures of today cannot now be determined. It is a field in which unknown factors are involved. Therefore, any legislation will necessarily be subject to revision from time to time. It is reasonable to anticipate, however, that tapping this new source of energy will cause profound changes in our present way of life. Accordingly, it is hereby declared to be the policy of the people of the United States that, subject at all times to the paramount objective of assuring the common defense and security, the development and utilization of atomie energy shall, so far as practicable, be directed toward improving the publie welfare, increasing the standard of living, strengthening free competition in private enterprise, and promoting world peace.

"SECTION 1. DECLARATION.-Atomic energy is capable of application for peaceful as well as military purposes. It is therefore declared to be the policy of the United States that—

a. the development, use, and control of atomic energy shall be directed so as to make the maximum contribution to the general welfare, subject at all times to the paramount objective of making the maximum contribution to the common defense and security; and

"b. the development, use, and control of atomic energy shall be directed so as to promote world peace, improve the general welfare, increase the standard of living, and foster our system of private enterprise.

"SEC. 2. FINDINGS.-The Congress of the United States hereby makes the following findings concerning the development, use, and control of atomic energy:

"a. The development and utilization of atomic energy for military purposes and the control of atomic energy for all other purposes are vital to the common defense and security.

"b. In permitting the property of the United States to be used by others, such use must be regulated in order to provide for the com
