MISCELLANEOUS : Sec, 251 17 Sec. 261 19 Sec. 271 20 Sec. 281 – 21 A BILL Be it enacted by the Senate and House of Representatives of the Onited States of America in Congress assembled, That the Atomic Energy Act of 1946, as amended, is amended to read as follows: “SECTION 1. DEcLARATION.—Atomic energy is capable of application for peaceful as well as military purposes. It is therefore declared to be the policy of the United States that— a. the development, use, and control of atomic energy shall be directed so as to make the maa'imum contribution to the general welfare, subject at all times to the paramount objective of making * maa'imum contribution to the common defense and security; . (271. “b. the development, use, and control of atomic energy shall be directed so as to promote world peace, improve the general welfare, increase the standard of living, and foster our system of private enterprise. “Sec. 2. FINDINGs.-The Congress of the United States hereby makes the following findings concerning the development, use, and control of atomic energy: “a. The development and utilization of atomic energy for military purposes and the control of atomic energy for all other purposes are vital to the common defense and security. “b.
