Washington, D.C. The subcommittee met at 10 a.m., in room 2154, Rayburn House Office Building, Hon. John A. Blatnik (chairman of the subcommittee) presiding.

Present: Representatives John A. Blatnik, Chet Holifield, Benjamin S. Rosenthal, Robert E. Jones, Clarence J. Brown, and Paul Findley.

Also present: Representatives William L. Dawson, chairman, Committee on Government Operations, and Florence P. Dwyer, ranking minority member, Committee on Government Operations.

Mr. BLATNIK. The Subcommittee on Executive and Legislative Reorganization will please come to order.

We meet in public hearings which have been called to consider bills and alternative proposals to establish a Department of Consumer Affairs. A number of such bills have been introduced and are pending before us, including H.R. 6037, introduced by our colleague on the subcommittee, Congressman Rosenthal, in which he has been joined by 83 cosponsors. Also, our colleague and ranking minority member of the full Committee on Government Operations, Mrs. Dwyer, has introduced a bill to create an Office of Consumer Affairs, which we shall also consider.

A BILL

To establish a Department of Consumer Affairs in order to secure within the Federal Government effective representation of the interests of consumers; to coordinate the administration of consumer services by transferring to such Department certain functions of the Departments of Commerce; Labor; Agriculture; and Health, Education, and Welfare; and other agencies; and for other purposes.
