UNIVERSITY OF CHICAGO JOURNAL OF. THE SENATE OF THE STATE OF ALABAMA FIRST DAY. Montgomery, Ala., Tuesday, September 14th, 1920. Be it remembered that on the 28th day of August, A. D. 1920, Thomas E. Kilby, governor of the State of Alabama, issued his proclamation, in the words and figures following to-wit: A PROCLAMATION BY THE GOVERNOR. Whereas, in my opinion an emergency exists requiring the action of the Legislature of Alabama concerning the matters hereinafter specifically mentioned. Now, therefore, I, Thomas E. Kilby, governor of the State of Alabama, do hereby call an extraordinary session of the Legislature to convene at the Capitol in the Senate Chamber and in the hall of the House of Representatives on Tuesday, the 14th day of September, 1920, at twelve o'clock noon; and I do hereby designate the following subjects and matters of legislation as those concerning which the action of the Legislature is deemed necessary, namely: 1. To provide the qualifications for and for the registration of electors and amend election laws. 2. To require State officials having offices at the Capitol to reside in Montgomery. (To correct error in legislation-Senate Bill 761.) 3. To authorize and empower the court of county commissioners, the board of revenue, or other governing body of the several counties of this State to issue interest bearing warrants of the county. (To correct error in legislation-Senate Bill 369.) 4. To regulate the feeding of prisoners in the county jail. (To correct error in legislation-House Bill 1042.) 5. Regulating the sale and exchange of gasoline, benzine, naphtha, and other liquid motor fuels, and providing for the tagging and inspection of such products. (To correct error in legislation-Senate Bill 611.) 6. Amend the bill commonly called "Blue Sky Law." (To correct error in legislation-House bill 634.) 7. Appropriation for necessary repairs to the Capitol building and executive mansion. 8. Increased appropriation for the law enforcement fund. 9. To provide for a convention for the purpose of altering or amending the Constitution of the State. 10. To appropriate money to defray the expenses of the special session hereby called. 11. To amend an act for the protection of human beings and of live stock of all kinds, etc., House Bill 281, so as to provide the method of enforcement. 12. To amend the act creating the Alabama Public Service Commission. KILBY, Governor. In pursuance whereof, at the hour of 12 o'clock M., on Tuesday, September 14th, 1920, the Senators in the Legislature of Alabama, assembled in the Senate chamber. The Senate was called to order by Hon. Nathan L. Miller, Lieutenant Governor and President of the Senate. ROLL CALL. Upon a call of the roll the following Senators responded to their names: The session was opened with prayer by Rev. J. O. Colley of Montgomery, Ala. OATH OF OFFICE. Hon. Charles B. Teasley, elected to the Senate from the twenty-eighth senatorial district to fill the vacancy caused by the resignation of William A. Gunter, Jr. and Hon. J. O. Webb, elected to the Senate from the ninth senatorial district to fill the vacancy caused by the resignation of W. A. Briscoe, and Hon. D. A. Baker, elected to the Senate from the twenty-fifth senatorial dis trict, to fill the vacancy caused by his own resignation, presented themselves at the desk of the President of the Senate, who, in the presence of the Senate, administered the oath of office. They presented their credentials from the secretary of state, certifying to their election, as follows: I, Wm. P. Cobb, Secretary of State of the State of Alabama, do hereby certify that at a special election held on the 11th day of May, A. D. 1920, Hon. Chas. B. Teasley was duly elected Senator from the twentyeighth senatorial district of Alabama to fill the vacancy caused by the resignation of Hon. W. A. Webb was duly elected senator from the ninth senatorial district of Alabama to fill the vacancy caused by the resignation of Hon. A. W. Briscoe. In Testimony Whereof, I have hereunto set my hand and affixed the Great Seal of the State, at the capitol, in the city of Montgomery, this twenty-second day of May, one thousand nine hundred and twenty. Baker, was duly elected senator from the twenty-fifth senatorial district of Alabama to fill the vacancy caused by the resignation of Hon. D. A. Baker. That the printed rules adopted by the Senate at the last regular session of the Legislature be, and the same are hereby adopted for the government of the Senate at this special session, except that subdivision three of rule forty-three be amended by striking out seven and inserting in lieu thereof eleven, and that sub-division seventeen of rule 43 be amended by striking out seven and inserting in lieu thereof eleven.
