CASH WITHDRAWALS, 1935

Mr. CARY. Looking at the total of table I-B-1, 2 (combined) on sheet 4, of $419,137,479, representing the net total amount available for obligations, what are your Treasury withdrawals estimated to amount to for the current fiscal year?

Admiral RICHARDSON. The information is supplied in the following table.

Mr. CARY. I notice that last year the budget officer, Admiral Bloch' estimated that the withdrawals would amount to $313,530,725.

Admiral RICHARDSON. In preparing the estimates for 1935 the Bureau of the Budget fixed an estimated cash withdrawal as a basis for preparing the estimates.

But after the appropriations were made no arbitrary limit on cash withdrawals was fixed, and the Budget decided that the appropriations would be administered on the basis of the obligations to be incurred in 1935. However, the estimated cash withdrawals from regular naval appropriations for 1935 is $326,969,981.

INTERCHANGE OF APPROPRIATIONS FISCAL YEARS 1934 AND 1935

Mr. MCLEOD. There is a provision in the economy act permitting any department of the Government to transfer funds up to 12 percent, I believe, that are not already obligated. How much of that was taken advantage of by the Navy Department?

Admiral RICHARDSON. Table B-4 shows that in detail.

Mr. CARY. At this point we will insert table B-4 in the record. (The statement referred to is as follows:)

NOTE-Of the above transfers in statement I-B-4, totaling $1,857,498, the sum of $1,760,436 was transferred to other naval appropriations to be applied to the 5-percent increase of pay and the 40-hour week. The remain ler, $97,062, was transferred for the following purposes:

To Salaries and expenses, Branch of Supply, Procurement Division, Treasury Department, $29,980 for employees and expenses incident to transfers when that division was established by the President. (5) A transfer of $1,970 from an immediately available sum of $20,000 in "Training, Education and Welfare, 1931-35" to "Training, Education and Welfare, 1935", as it was not required in 1934. (e) A sum of $6,172 was transferred from "Instruments and Supplies" to "Training, Education and Welfare" to meet a prospective deficiency in the War College appropriation due to charges for heating a new wing.

(d) A sum of $18,34) was transferred from "Naval Supply Account Fund" to "Maintenance, Supplies and Accounts" to meet part of the transfer covered in (a).

(e) A sum of $30,600 was transferred from "Maintenance, Supplies and Accounts" to "Salaries, Bureau of Supplies and Accounts" and "Contingent Expenses. Navy Department" to cover additional employees and supplies to carry on logistic plans required of that Bureau.

(1) A sum of $10,000 was transferred from "Aviation, Navy" to "Miscellaneous Expenses" to carry on a special investigation.
