Printing and Binding, Veterans' Administration

For printing and binding for the Veterans' Administration, including all its bureaus and functions located in Washington, District of Columbia, and elsewhere, [$130,000] $125,000: Provided. That the Administrator of Veterans' Affairs is authorized to utilize the printing and binding equipment which the various hospitals and homes of the Veterans' Administration use for occupational therapy purposes for the purpose of doing such printing and binding as may in his judgment, be found advisable tor the use of the Veterans' Administration, notwithstanding the provisions of section 87 of the Act entitled "An Act providing for the public printing and binding and the distribution of public documents", approved January 12, 1895, and section 11 of the Act making appropriations for the legislative, executive, and judicial expenses of the Government for the fiscal year ending June 30, 1920, and for other purposes, approved

Hospital and domiciliary facilities: There is hereby appropriated under the authorization acts specified, the remaining balances not heretofore appropriated, as follows, $850,000 (act Apr. 23, 1928, 45 Stat., p. 447); $25,000 (act Feb. 29, 1929, 45 Stat., p. 1248); $50,000 (act Feb. 26, 1929, 45 Stat., p. 1308); in all, $925,000, to be immediately available and to remain available until expended: Provided, That this amount, together with the unexpended balance of the appropriations totaling $2,000,000 made pursuant to the authorization contained in the Act approved July 3, 1930 (46 Stat. 852), is authorized to be used by the Administrator of Veterans' Affairs, with the approval of the President, for extending the facilities designated in the Acts herein mentioned or any other facilities under the jurisdiction of the Veterans' Administration, or for any of the purposes set forth in section 1 of the act approved March 4, 1931 (46 Stat. 1550) (acts Apr. 23, 1928, 45 Stat., p. 447; Feb. 29, 1929, 45 Star., p. 1248; Feb. 26, 1929, 45 Stat., p. 1308).

Civil Service Retirement and Disability Appropriated Fund—

United States Government Life Insurance Fund, Veterans' Administration

SEC. 17. That all premiums paid on account of insurance converted under the provisions of title III hereof shall be deposited and covered into the Treasury to the credit of the United States

Government life-insurance fund and shall be available for the payment of losses, dividends, refunds, and other benefits provided for under such insurance, including such liabilities as shall have been or shall hereafter be reduced to judgment in a district court of the United States or in the Supreme Court of the District of Columbia. Payments from this fund shall be made upon and in accordance with awards by the director.

The Bureau is authorized to set aside out of the fund so collected such reserve funds as may be required under accepted actuarial principles, to meet all liabilities under such insurance; and the Secretary of the Treasury is hereby authorized to invest and reinvest the said United States Government life-insurance fund or any part thereof, in interest-bearing obligations of the United States or bonds of the Federal farm-loan banks and to sell said obligations of the United States or the bonds of the Fed. eral farm-loan banks for the purposes of such fund (U. S. C. tille 38, secs. 511-518, 551–576; U. S. C., Supp. VII, title 38, secs. 511-516b).

SEC. 2. In expending appropriations or portions of appropriations contained in this Act, for the payment for personal services in the District of Columbia in accordance with the Classification Act of 1923, as amended, the average of the salaries of the total number of persons under any grade in any bureau, office, or other appropriation unit shall not at any time exceed the average of the compensation rates specified for the grade by such Act, as amended, and in grades in which only one position is allocated they salary of such position shall not exceed the average of the compensa tion rates for the grade except that in unusually meritorious cases of one position in a grade advances may be made to rates higher than the average of the compensation rates of the grade but not more often tha once in any fiscal year and then only to the next higher rate: Provided· further, That this restriction shall not apply (1) to grades 1, 2, 3, and 4 of the clerical-mechanical service, or (2) to require the reduction in salary of any person whose compensation was fixed, as of July 1, 1924, in accordance with the rules of section 6 of such Act, (3) to require the reduction in salary of any person who is transferred from one position to another position in the same or different grade, in the same or different bureau, office, or other appropriation unit, (4) to prevent the payment of a salary under any grade at a rate higher than the maximum rate of the grade when such higher rate is permitted by the Classification Act of 1923, as amended, and is specifically authorized by other law, or (5) to reduce the compensation of any person in a grade in which only one position is allocated.
