TO ESTABLISH A MISSOURI VALLEY AUTHORITY

MONDAY, APRIL 16, 1945

SUBCOMMITTEE OF THE COMMITTEE ON COMMERCE,

The subcommittee met at 10.30 a. m., pursuant to call, in the Senate Committee on Commerce hearing room in the Capitol, Senator John H. Overton, chairman of the subcomittee presiding.

Present: Senators Overton (chairman of the subcommittee), O'Daniel, McClellan, Robertson, and Hart.

Present also: Senator Murray.

Senator OVERTON (chairman of the subcommittee). The subcommittee will come to order.

We have under consideration S. 555, the bill to establish the Missouri Valley Authority, and so forth.

I desire to call the attention of the subcommittee to the resolution of reference, Senate Resolution 97. I think it well to read it. The resolution of reference is:

Resolved, That said bill, to wit, S. 555, shall be considered forthwith by the Committee on Commerce with respect to navigation and flood control and thereafter returned to the Senate for reference to the Committee on Irrigation and Ceclamation, to be considered by said committee with respect to irrigation and reclamation, and thereafter shall be returned to the Senate for reference to the Committee on Agriculture for consideration with respect to the agricultural features thereof: Be it further

Resolved, That said bill shall be reported on respectively by each such committees within 60 days from the date of its reference to each said committee, and that the first 60-day period shall be calculated from the date of the passage of this resolution.

Therefore, under the terms of the resolution, the Commerce Committee will have to report the bill on or about May 15 to the Senate. We will have to conduct hearings on it, and this subcommittee will have to make a report to the full committee, and then the full committee to the Senate on or before May 15.

Therefore, as chairman of the subcommittee, I have provided for 2 weeks' hearings, 1 week to be given to the proponents and the other week to the opponents, with Friday of this week turned over to the Army engineers, and the Department of the Interior, and their representatives will be heard on some other day.

Now, you will note from the resolution that the bill is referred to this subcommittee to consider navigation and flood control, and to the Committee on Irrigation and Reclamation to consider irrigation, and the Committee on Agriculture to consider agriculture. They are, I take it, the cardinal features of the bill. At the same time, there are other questions connected with the bill, and some of them
