Accepted medical science claims that an absolute requirement for the prolongation of life of those who suffer from tuberculosis and neuropsychiatric disabilities is freedom from worry and harassment. Twenty and seventy-two hundredths per cent of all compensated veterans suffer from neuropsychiatric diseases and 19.7 per cent from tuberculosis. Of the emergency officers, 26.06 per cent suffer from neuropsychiatric diseases and 12.22 per cent from tuberculosis. We Forty per cent of all compensated veterans and 38 per cent of the retired emergency officers should have freedom from worry to preserve their lives. note in the past two years the death rate of the emergency officers has increased by 20 per cent. To those legislators expressing surprise at the number of those receiving retirement pay, we respectfully call attention to the letter from the Secretary of War dated March 13, 1920, quoting figures furnished by The Adjutant General, that 19,910 emergency officers would be entitled to retirement if Congress passed a "straight retirement" measure granting them retirement on the same basis as granted to all other eight classes of officers who served in the war. For several years this letter was repeatedly referred to when consideration was being given various retirement bills, and therefore this figure appears in the Congressional Record many times, being also included in the brief appearing under extension of remarks June, 1926. As this figure includes only those whose disabilities had appeared before March of 1920 it will be seen that at the very least the provision for 30 per cent disability has reduced our list by 65 per cent based on the final figures of 6,973 retirements. The emergency officers being the only group of the nine in which this restriction was imposed (contrast the 1,109 out of 6,000 Regular Army disability retirements, or nearly 20 per cent with our 3 per cent), and as our group was the last to receive retirement, and as our group had by far the greatest proportion of battle casualties, and as our group is receiving the lowest pay rate, and as our group cost the least to train and the least for promotions, we should be entitled to the most consideration and the least harassment and worry as to our future.
