TOTAL LIBRARY RESOURCES Mr. SHIPLEY. Doctor, what are the total resources available to the Library including appropriations, gift and trust funds, reimbursements for services performed, working fund advances, allocations, and others? Can you give us a total figure for that now and give us a detailed statement in the record? I notice you do have some information on page A-1 of the justifications. Dr. BOORSTIN. May I suggest that my colleague, Don Curran, who is our financial management officer, speak to that? Mr. SHIPLEY. May I say that at any time during the hearings when I direct a question, at any time you want Mr. Curran to answer, go right ahead. Mr. CURRAN. Thank you. Total resources available to the Library of Congress in the 1976 fiscal year are $130,870,202. That includes appropriations made to the Library as well as gifts and trust funds, reimbursements for services performed for other Federal agencies, and working fund advances and allocations. In 1977 we estimate those total resources to be $152,051,792. Mr. SHIPLEY. What is the total number of positions currently authorized for the Library? Mr. CURRAN. The Library currently has 4,361 authorized positions. Mr. SHIPLEY. Last year you had a table in the hearings on page 23 showing the number of positions by source of funds. Would you update that table for the record please? Mr. CURRAN. Yes, sir. There are 4,942 positions from all sources of funds including the transfers and gift funds. Mr. CURRAN. We will provide that information, Mr. Chairman. [The table requested follows:] Mr. SHIPLEY. How many vacancies do you have at this time? Mr. CURRAN. At the present time under appropriated funds we have 88 vacancies. Mr. SHIPLEY. What is the majority of those? Mr. CURRAN. Do you mean the type of positions? Mr. SHIPLEY. Yes. Mr. CURRAN. Well, of course, they are across the board, from the lowest grade to the highest. I would say the typical vacancy in the Library is still in the lower grade clerical position, although we do have a number of higher grade positions that are currently vacant as well, particularly in the Congressional Research Service where just recently the Joint Committee on the Library authorized us to fill some senior positions. They are actively recruiting for these positions. PERSONNEL TURNOVER RATE Mr. SHIPLEY. What is the turnover rate for personnel? Mr. CURRAN. It is down this year. In calendar 1975 turnover was 13 percent. That is a reduction of 4 percent from 1974 when it was 17 percent. |
