The committee met, pursuant to notice, at 10:20 a.m., in room 5110, New Senate Office Building, Washington, D.C., Hon. Warren G. Magnuson (chairman of the committee) presiding.

The CHAIRMAN. The committee will come to order.

There are several Senators on the way, but we have a long agenda today and a great number of nominations. Some of these people have been serving under recess appointments made when Congress was not in session. They were referred to us 2 and 3 weeks ago. We gave 2 weeks' notice under our rules so that today we can proceed with hearings on some of the nominees and take action on them.

Several Senators are here who want to speak on behalf of nominees who may come from their various States. I am going to start with them.

NOMINATION OF ASHTON C. BARRETT, OF MISSISSIPPI, TO BE A FEDERAL MARITIME COMMISSIONER

The distinguished senior Senator from Mississippi is here, and we will be glad to hear from him on the nomination of one of the members of the Maritime Board, Mr. Barrett.

STATEMENT OF HON. JAMES OLIVER EASTLAND, U.S. SENATOR FROM THE STATE OF MISSISSIPPI

Senator EASTLAND. Mr. Chairman, I appear in behalf of Ashton C. Barrett, of Gulfport, Miss. I have known Mr. Barrett since 1922, when I was a freshman at the University of Mississippi and he was a senior. I have known him since then.

Mr. Barrett has been highly successful in his every endeavor. He is a very successful businessman. He is one of the leading citizens of the State of Mississippi. He is a man of unimpeachable character, a man of unimpeachable integrity, and I think he should be approved. The CHAIRMAN. We appreciate your coming, Senator Eastland, to testify on behalf of Mr. Barrett.

I understand we have a letter from you, and a letter from the junior Senator from Mississippi, and they will be put in the record.

Mr. Barrett is a prominent and widely known Mississippi businessman. He was graduated from the University of Mississippi with the degree of bachelor of science and has demonstrated for many years, in varied business operations, his excellent qualities as an effective administrator.

STATEMENT OF HON. EDMUND S. MUSKIE, U.S. SENATOR FROM THE STATE OF MAINE

Senator MUSKIE. Mr. Chairman, I appreciate this opportunity to speak in behalf of Mr. Day. I have a prepared statement which outlines in detail Mr. Day's qualifications and merits, which I would like to put in the record.

I would like to confine myself in these brief remarks, first of all, to an expression of gratification that the President has chosen a man from my State to represent the Nation's maritime interests, and also the maritime interests of our area of the country.

Maine's last representative on the Maritime Commission was the Honorable Carl Moran, Jr., in the 1930's. The only difference be
