RATIONALE FOR CUTBACK IN FELLOWSHIPS AND TRAINING Mr. PATTEN. On the second point, we should have a good, complete statement regarding the cutback of the fellowship and training programs. It should include statistics comparing 1971 with the 1972 budget, and a narrative setting forth the rationale behind this basic revision, and what you believe the effects will be. Dr. SHERMAN. (The information that was submitted follows:) COMPARISON OF 1971 APPROPRIATION WITH 1972 BUDGET-FELLOWSHIPS AND TRAINING GRANTS [In thousands of dollars] 1 Includes $5,021,000 program decrease to return to the 1971 requested level and $2,000,000 decrease in National Institute of General Medical Sciences predoctoral program. 2 Includes $6,641,000 proposed transfer for pay increases and $800,000 reprogramed by the National Heart and Lung Institute. The fellowship reduction will be spread across 10 appropriations and it is estimated that it will result in a reduction of 219 predoctoral fellowships and of 591 in other types of fellowships. It is estimated that there will be a reduction of 121 training grants between 1971 and 1972 resulting from increased costs. The transfer of $23 million to Health Manpower reflects the decision to transfer the salary portion of the grant and does not affect the number of grants. Built-in-Increases--These increases will provide: $34,000 for annualization of 1971 pay increase; $4,000 for the extra day of pay; $11,000 for withingrade pay increases in 1972; and $1,000 for increased cost in 1972 of using the Federal Telecommunications system. Program Decreases--The decrease of $338,000 reflects a reduction of 43 International Postdoctoral Fellowships. The decrease of $80,000 results from reduced program operations in the International Center. |
