SNAGGING AND CLEARING PROJECTS FOR FLOOD CONTROL 17, 474, 000 1. General.-Section 2 of 1937 FCA as amended by section 208 of 1954 FCA provides authority for clearing and straightening streams and removal of snags and debris in the interest of flood control. Each project must be economically justified and the maximum Federal expenditure per project is limited to $100,000. The legislation provides that overall allotment for the section 208 program shall not exceed $2 million annually. 2. Budget request.—Funds in the amount of $250,000 are requested for fiscal year 1965. 3. Tentative allocation. Currently there is no backlog of approved snag and clear projects. Based on past experience it is expected that projects totaling about $500,000 to $600,000 will be developed during the fiscal year at numerous locations throughout the Nation. The entire amount requested for fiscal year 1965 will be used for construction of projects. SMALL NAVIGATION PROJECTS NOT SPECIFICALLY AUTHORIZED BY CONGRESS (Sec. 107 of 1960 River and Harbor Act) 1. General. Section 107 provides authority to construct small navigation projects not specifically authorized by Congress. Each project selected must be economically justified and complete within itself. Federal cost limitation is $200,000 per project. Section 107 funds are provided by lump-sum appropriation for two purposes. First, funds are used to finance investigation of problem areas to develop the small navigation improvement projects. Second, approved projects are financed for construction. Approved projects are funded for construction in the order of project approval as soon as available funds permit after necessary advance engineering work is completed and required local cooperation is provided. 2. Budget request.-Funds in the amount of $1.5 million are requested in fiscal year 1965 to continue the program for development and construction of small, complete, economically justified navigation improvement projects at numerous locations throughout the Nation. |
