General FLEMING. I believe the details are contained in the pages just inserted in the record. I have nothing further to add.

Mr. EVINS. What unobligated balances are you contemplating for June 30, 1964, and what were your unobligated balances as of June 30, 1963?

General FLEMING. We will have to furnish that for the record.

Mr. EVINS. In your general statement you made reference to play shelters at an elementary school. Is this a new program?

General FLEMING. No, sir. It is a continuing program. It is new for these particular schools. We are building them as fast as we can at the various other schools. It is a physical education program.

Mr. EVINS. The committee notes this $15,000 item for development of inland water areas. This seems to be the first increment of an extensive recreation program. Please give us some details on this. What is your planning? What would it cost eventually for the inland water areas?

General FLEMING. That is involved at Gatun Lake. We have Gatun and Madden Lakes particularly. This provides for a tremendous potential for the provison of fishing, boating, water skiing, camping facilities at these two lakes. This item is proposed to initiate this program by improving the lake sites, removal of stumps, provide and enlarge the safe area for boats. The work is the first step in an overall program that will provide an ample outdoor recreation area.

Mr. EVINS. What is the estimate on the overall cost, General?
General FLEMING. On the water alone, sir?

Mr. EVINS. Inland water recreation.

General FLEMING. In the neighborhood eventually over a period of years probably $150,000.

PROGRAM AND PERFORMANCE

The Panama Canal Company is a wholly owned Government corporation chartered by the act of June 29, 1948 (62 Stat. 1076), as amended by the act of September 26, 1950 (64 Stat. 1041), for the primary purpose of maintaining and operating the interoceanic canal at the Isthmus of Panama. In furtherance of that mission, and in consideration of the international agreements under which the canal enterprise is operated, the Company conducts necessary supporting operations.
