JOINT RESOLUTION

Making a supplemental appropriation for the fiscal year 1971 for the Depart

ment of Labor, and for other purposes.

Resolved by the Senate and blouse of Representatives of the United States of America in Congress assembled, That the following sum is appropriated, out of any money in the Treasury not otherwise appropriated, for the fiscal year ending June 30, 1971, namely:

MANPOWER ADMINISTRATION

UNEMPLOYMENT COMPENSATION FOR FEDERAL EMPLOYEES AND

EX-SERVICEMEN AND TRADE ADJUSTMENT ACTIVITIES

For an additional amount for “Unemployment compensation for Federal employees and ex-servicemen and trade adjustment activities," $50,675,000.

JOINT RESOLUTION

Making certain urgent supplemental appropriations for the fiscal year 1971,

and for other purposes.

Resolved by the Senate and House of Representatives of the United States of America in Congress assembled, That the following sums are appropriated, out of any money in the Treasury not otherwise appropriated, for the fiscal year ending June 30, 1971, namely:

CHAPTER I

DEPARTMENT OF DEFENSE-MILITARY

OPERATION AND MAINTENANCE

CLAIMS, DEFENSE

For an additional amount for "Claims, Defense", not to exceed $13,000,000 may be derived by transfer in amounts not to exceed $13,000,000 (a) $3,000,000 from “Defense production guarantees, Army", (b) (by transfer) $4,000,000 from “Defense production guarantees, Navy",' and (c) $6,000,000 from “Defense production guarantees, Air Force”.

CHAPTER II

VETERANS ADMINISTRATION

COMPENSATION AND PENSIONS

For an additional amount for "Compensation and pensions," $133,779,000, to remain available until expended.

READJUSTMENT BENEFITS

302,200,000

For an additional amount for "Readjustment benefits,” $302,200,000, to remain available until expended.

DEPARTMENT OF LABOR

WAGE AND LABOR STANDARDS ADMINISTRATION

SALARIES AND EXPENSES

For an additional amount for "Wage and Labor Standards Administration, Salaries and expenses,” including carrying out the functions

of the Secretary under the Occupational Safety and Health Act of
1970 (Public Law 91-596, approved December 29, 1970), $7,818,000,
of which $4,000,000 shall be for grants to States authorized by said
Public Law 91-596 and not to exceed $118,000 shall be transferred to
the fund created by section 44 of the Longshoremen's and Harbor
Workers' Compensation Act, as amended.

DISASTER RELIEF

For an additional amount for "Disaster relief," including carrying out the functions of the Office of Emergency Preparedness under the Disaster Relief Act of 1970 (Public Law 91-606), $25,000,000, to remain available until expended: Provided, That not to exceed 3 per centum of the foregoing amount shall be available for administrative expenses.

CHAPTER VI

GENERAL PROVISIONS

No part of any appropriation contained in this Act shall remain available for obligation beyond the current fiscal year unless expressly so provided herein.
