(1) The Central Intelligence Agency and Director of Ca Intelligence.

(2) Intelligence and intelligence-related activities of all departments and agencies of the Government, including not limited to, the tactical intelligence and intelligenceactivities of the Department of Defense.

(3) The organization or reorganization of any departme agency of the Government to the extent that the organi or reorganization relates to a function or activity involving telligence or intelligence-related activities.

(4) Authorizations for appropriations, both direct and rect, for the following:

(A) The Central Intelligence Agency, Director of Ce Intelligence, and the National Foreign Intelligence gram as defined in section 3(6) of the National Sec Act of 1947.

(1) To provide the necessary resources, accountability, E flexibility to meet the national security education needs of: United States, especially as such needs change over time.

(2) To increase the quantity, diversity, and quality of teaching and learning of subjects in the fields of foreign! guages, area studies, and other international fields that critical to the Nation's interest.

(3) To produce an increased pool of applicants for work in t departments and agencies of the United States Governme with national security responsibilities.

(4) To expand, in conjunction with other Federal program the international experience, knowledge base, and perspective i on which the United States citizenry, Government employees and leaders rely.

(5) To permit the Federal Government to advocate the cau of international education.

SEC. 802.3 SCHOLARSHIP, FELLOWSHIP, AND GRANT PROGRAM. (a) PROGRAM REQUIRED.

(1) IN GENERAL.-The Secretary of Defense shall carry out program for
