would mean we would have to supply them housing. This is necessary to get a work permit. We can't house our own people right now in the manner we would like to on the installation. Then there is the question of recruiting them, bringing them in, and then you have the problem of the language barrier and you have to do some training of these people in the German language or hire people in supervisory positions who are bilingual or trilingual.

Mr. MONAGAN. Do you see any slackening in the German economy? Colonel NELSON. Yes, and it is not as prevalent in Germersheim as in the Kaiserslautern area. In the Kaiserslautern area we have gone from a very, very tight labor situation to one that is loose. We have about 150 job openings in the entire Kaiserslautern area. We have about 3,000 unemployed. One of the difficulties is, we can find common labor very easily, but if you start looking for skills, the harder the skills the more difficult it is to employ them. Also, we have difficulty in clerical positions because most of these people have to be bilingual. We have difficulty in mechanical type positions. So Germersheim will have a real tough problem. We probably will have to run special classes to attract people at a later date.

General CLAY. Some of the higher skilled people from France are willing to come to Germany but the German Government says that it is only in the event the positions cannot be filled by a local German national that they will be permitted to come to Germany.

Mrs. HECKLER. Would the French who are unemployed by reason of this move be willing to come here?

Colonel NELSON. We have gotten a few but these, again, are in the professional skills where the U.S. Government has invested a considerable amount of money in this individual for 10 or 15 years. Particularly in the management engineering work we were able to pick up about six or seven out of all France. We have actually sent our employees to schools and we do this on a continuing basis, trying to upgrade the man's knowledge and ability and job accomplishment for future promotion in the jobs in the depots.

Total cost $6.8 million.

First: $3.577 million (depot support).

Second: $1.792 million (troop support).

Third: $1.451 million (storage-5 warehouses).

The depot was originally established in 1951 as an ordnance vehicle storage park for the purpose of handling World War II vehicles that became surplus in the European theater.

This chart shows the receipts in tons by source. The average monthly tonnage for fiscal year 1965 and the first nine months of fiscal year 1966 and the monthly tonnage from April through March. CONUS [point] P.C. & S. returns [point] and interdepot transfers [point]. During the FRELOC year we have received a total of 74,000 tons from the French depots.

Our personnel status is indicated on this chart. The largest part of our labor force is local national. Last month a labor service company from France was assigned. The total personnel required to staff this increased workload at the depot is approximately 1,500.
